Evropská unie zařazuje podporu a ochranu zdraví pouze mezi koordinované politiky. To znamená, že jsou jednotlivé členské země zodpovědné za realizaci zdravotní politiky, systém poskytování zdravotní péče svým občanům, dostatečnou síť kvalitních zdravotnických zařízení a samozřejmě za dostatečné finanční zabezpečení těchto opatření.
