Abstract:

Hlavním cílem mé bakalářské práce bylo zjistit, jakým dostatečně vhodným a přístupným způsobem je informována široká veřejnost o změnách v existenci a činnosti Celní správy ČR. A také o její potřebnosti v systému státní správy a o zájmu veřejnosti pracovat v Celní správě ČR nebo v jiném státním orgánu. Informační zákon sice ukládá státním orgánům a orgánům územní samosprávy povinnost poskytovat informace vztahující se k jejich působnosti, ale v těchto případech nejde vůbec o osvětu a propagaci činnosti výše uvedených orgánů. Jde tu hlavně a především o povinnost vyhovět liteře zákona. V empirické části mé bakalářské práce se potvrdilo, že vědomosti náhodně vybraných respondentů, jakožto vzorku naší společnosti, nejsou na příliš vysoké úrovni. Informovanost dotazovaných, v souvislosti s působností Celní správy ČR, byla v průměru 44,16 %. Dále se prokázalo, že zájem o práci v Celní správě ČR, anebo jiné složce státní správy, by mělo pouhých 9,72 % dotázaných. Překvapilo mne pouze zjištění, že 85,15 % respondentů je přesvědčeno, že Celní správa ČR je důležitou a potřebnou součástí systému státní správy, přestože o ní nemá dostatečné informace. Ze své dlouholeté praxe v Celní správě ČR mohu pouze potvrdit, že zájem prezentovat tuto složku na veřejnosti byl minimální. Většinou si tato snaha prezentace vystačila s účastí na regionálních akcích typu: Den složek Integrovaného záchranného systému a výjimečně s účasti na burze práce. Myslím si, že tato složka, by si už z důležitosti svého postavení ve státní správě, zasloužila mnohem větší osvětu a prezentaci a to na celostátní úrovni.

Abstract:

The main aim of my thesis was to determine how sufficiently adequate and accessible way of informing the public about changes in the existence and activities of the Czech Customs Administration. And also about its necessity in the system of government and of public interest work in the customs administration or other public authority. Information law imposes a state parts and local authorities shall provide information relating to their competence, but in these cases it is not all about education and promotion activities of the above parts. It's first and foremost a duty to comply with the letter of the law. In the empirical part of my thesis was confirmed that knowledge randomly selected respondents as a sample of our society, are not too high. Awareness questioned in connection with the application of Customs Administration, was on average 44.16%. Furthermore showed that interest in the work of the Customs, or other component of government should only 9.72% of respondents. I was surprised by just finding that 85.15% of respondents believe that the Customs Administration is an important and necessary part of the system of government, even though it does not have sufficient information. From my long experience in customs administration, I can only confirm that this folder interested in presenting to the public was minimal. Usually these efforts have sufficed presentations with participation in regional events such as Day of the Integrated Rescue System and exceptionally participation in the stock market works. I think that this component could have been from the importance of his position in government, deserved a much greater awareness and a presentation at a national level.
