Violation of Reciprocity: Case Study of the Implementation of Visa Requirements for Czech Citizens by Canada

Abstract:

Cílem práce je zmapovat činnosti Evropské komise ve spojitosti s případem zavedení vízové povinnosti Kanadou pro občany ČR. Autorka si v úvodu práce stanovuje dvě výzkumné otázky, jejichž pomocí zjišťuje, jaké kroky podnikla Komise za účelem obnovení vízové reciprocity mezi Českou republikou a Kanadou, a také zdali měl tento případ vliv na revidování mechanismu vzájemnosti. Teoretickým rámce práce je koncept víceúrovňového vládnutí, který je společně s vymezením výzkumu popsán v první části práce. Empirická část práce se zaobírá schengenským prostorem a společnou vízovou politikou EU, dále mechanismem vzájemnosti a jeho principy. Práce se zaměřuje na zprávy Komise, které byly vydávány k příležitosti porušování vízové vzájemnosti, na zapojení Evropského parlamentu a také na revizi patřičného nařízení Rady.

Abstract:

The aim of the thesis is to monitor the activities of the European Commission in connection with the case of implementation of visa requirements for Czech citizens by Canada. The author identifies two research questions to help address the steps undertaken by the Commission. This is in order to restore visa reciprocity between the Czech Republic and Canada. Moreover, the author seeks to discover if the case had an impact on the revision of the reciprocity mechanism. The framework of the thesis is of multilevel governance, which, together with the definition of the research, is described in the first, theoretical component. The empirical component deals with Schengen area and the Common EU Visa Policy, as well as the reciprocity mechanism and its principles. The thesis focuses on the Commission reports which were published on the occasions of violation of reciprocity, the involvement of the European Parliament in conjunction with the revision of proper regulation of the Council.
