Arms Race between Great Britain and Germany before World War I

Abstract:

Magisterská práce pojednává o námořním soupeření Velké Británie a Německa mezi lety 1888–1914 s přesahy do historie, námořní technologie a britsko-německých mezinárodních vztahů. Text zkoumá kořeny německé weltpolitik, schvalování lodních zákonů pod vedením velkoadmirála Alfreda von Tirpitze a jejich dopad na britsko-německé vztahy. Případová studie vedená Kaplanovým konceptem rovnováhy moci přibližuje fenomén britsko-německého námořního antagonismu. Cílem práce je poukázat na fakt, že i přes silně konfrontační ráz zahraniční politiky sjednoceného Německa a značně militaristický přístup k mezinárodní politice měla Británie zájem na mírovém řešení konfliktních situací a udržování standartních diplomatických vztahů. Práce také analyzuje působení lorda Fishera v nejvyšších patrech britské admirality a zkoumá jeho námořní reformy. V širších souvislostech jsou přiblíženy Fisherova reforma námořní politiky a modernisace britského loďstva. Důsledky Fisherových kroků se projevily dalším schválení lodních zákonů, které jen umocnily závody ve zbrojení. Práce také demonstruje, že i přes úsilí několika britských premiérů nebyly britsko-německé diplomacie schopny snížit napětí a najít konsensus v otázce zastavení/limitace zbrojení.

Abstract:

This diploma thesis deals with naval rivalry between Great Britain and German Empire from 1888 to 1914. It goes beyond the historical background in order to focus on naval technologies of the era, maritime research programmes as well as the form of Anglo-German relations. It examines the origins of imperial doctrine of weltpolitik and German approval of naval laws which Admiral Alfred von Tirtpitz has initiated. It also explores the effects of these laws on anglo-german relations. The study is designed as a case study led by Morton Kaplan´s theory of balance of power which describes the phenomenon of maritime arms build-up before World War I. The purpose of this master thesis is to point at the fact that despite of strongly confrontational nature of foreign policy of Germany and her militarist approach towards international politics, Britain had shown considerable interest in peaceful dealing with her and had been insisting on diplomatic settlement of deadlock or international crisis. Diploma thesis analyses the politics of Lord Fisher who was in charge of British admirality and his naval reform of the navy. Furthermore it does offer wide-ranging description of Fisher´s naval policy and his successor, Winston Churchill. Their maritime counter-measures against German threat generated another approval of imperial naval laws that accelerated the Anglo-German arms race. Despite considerable diplomatic effort of both governments to limit the arms build-up study argues that neither British nor German diplomacy was willing to do compromises on arms reduction.
