Availability of basic services in the district of Plzen-sever

Abstract:

Tato bakalářská práce je zaměřena na analýzu dostupnosti vybraných základních služeb v okrese Plzeň-sever s užším zaměřením na venkovské obce. Výzkum se zabývá celkem osmi vybranými službami (základní školy, mateřské školy, obchody s potravinami, pošty, praktičtí lékaři, knihovny, domovy pro seniory a domovy se zvláštním režimem). U těchto služeb je mapována jejich aktuální nabídka (v roce 2019), a to ve všech venkovských obcích tohoto okresu. Teoretická část čtenáře seznamuje se základními pojmy týkajícími se venkova či s jeho různými principy pojetí, vymezení a druhy typologie. Dále jsou popisovány služby, převážně služby komerční a veřejné. Empirická část práce se převážně věnuje analýze a vyhodnocení nasbíraných dat (o dostupnosti zkoumaných služeb) a jejich zpracování do přehledových tabulek, které jsou doplněny mapami. Druhá polovina empirické části obsahuje u každé zkoumané služby dva nepravé kartogramy, které znázorňují data o orientační časové dostupnosti (automobilem, pěšky) k nejbližším službám z obcí, které těmito službami nejsou vybaveny. Ke konci empirické části je vypočítáno skóre centrality pro deset největších obcí. Závěr práce se věnuje hypotézám, které byly v průběhu práce ověřeny. Kromě toho závěr obsahuje také určitá doporučení a návrhy týkající se aktuální situace na venkově, a to z hlediska dostupnosti či nedostupnosti zkoumaných služeb. Ačkoliv se tento výzkum zabývá dostupností služeb na venkově, resp. ve venkovských obcích, lze s určitou jistotou tvrdit, že v modelovém území je dostupnost služeb na dobré úrovni (s výjimkou sociálních služeb zaměřených na seniory a ordinací praktických lékařů). Avšak i tak je stále možné narazit na obce, které nejsou vybaveny žádnou zkoumanou službou, a to napříč celým okresem Plzeň-sever. Je důležité si uvědomit, že v mnohých případech by se mělo více soustředit na zlepšení dopravní dostupnosti ke službám než na samotnou přítomnost těchto služeb v obcích (zejména u služeb pro seniory a ordinací praktických lékařů).

Abstract:

This bachalor's thesis is focused on the analysis of availability of selected essential services in the district of Pilsen-north with closer focus on rural municipalities. Research deals with the total of eight selected services (elementary schools, nursery schools, grocery stores, posts, practitioners, libraries, retirement homes and homes with special regime). For these services the current offer is mapped(in the year of 2019) specifically in all of the rural municipalities of this district.The theoretical part acquaitances reader with basic concepts concearning countryside or with other varied pricipals of conception, delimitation and types of typology. Thenceforth, services are described, mostly commercial and public services.The empirical part is predominantly dedicated to the analysis and evaluation of the collected data (of availability of examined services) and its processing into synoptical tabelles, that are appended by maps. The second half of the empirical part consists of two false cartograms of each examined service, these cartograms represent data about indicative time availability (by motor vehicle and on foot) to the nearest services from those minucipalities which are not equipped with these services. In the end of the empirical part the centrality score is calculated for ten of the biggest municipalities.The conclusion of my thesis is dedicated to hypotheses which were verified in the course of my work. Besides that, the conclusion also includes certain recommendations and proposition concearning the readout in the countryside namely in terms of availability or unavailability of the researched services. Although, this research deals with availability of services in the countryside or more precisely in the rural municipalities, it can be with certainty claimed that in the model area the availability of services is at a good level (apart from social services focused on elderly and practitioners' office). Nevertheless, it is still possible to encounter municipalities throughout the Pilsen-north district that are not equipped with any of the researched services. It is important to realize that in many cases the focus should be on upgrading traffic availability to the services rather than on the presence of the itselfs services in municipalities(especially with services for elderly and practitioners office)
