Ticking bomb scenario - legalization of torture?

Abstract:

Práce se zabývá fenoménem scénáře tikající bomby, o kterém je uvažováno jako o možném konstruktu, jež slouží k ospravedlnění zahraniční politiky států, konkrétně USA. V první části práce rozebírá historii vztah občan-stát, v druhé sekci představuje koncept scénáře tikající bomby a v třetí, závěrečné části reflektuje teoretické poznatky na praxi chování americké vlády za války proti teroru. Hlavní myšlenkou práce je nastínění lidských práv jako možného prostředku mocenské politiky, a to konkrétně na jevu mučení, jež se v současné době nachází místo v západní kultuře ve formě výjimečného případu tikající bomby.

Abstract:

The bachelor thesis is concerned with the phenomenom of the ticking bomb scenario, which is considered as a possible justification of state´s foreign policy, concretely The United States. In the first part the thesis outlines the history of state – citizen relation, in the second part it presents the concept of the ticking bomb scenario and in the final part it reflects theoretical observations on practise of US government behaviour during the war on terror. The main idea of this work is to outline human rights as a possible instrument of foreign policy, namely the event of torture, which is nowadays finding its place in the west culture in the form of rare case of the ticking bomb.
