Comparison of Czech and Slovak intelligence services in the process of democratic transition and consolidation

Abstract:

Subject of the paper is the comparative analysis of the reform of intelligence services in the cases of the Czech Republic and the Slovak Republic during democratic transition and consolidation in these states. The main intent of this paper is to identify differences in approaches to the reform in these two cases and thus explain the emergence of their different outcomes. In the first part of the paper we define the theoretical framework of the democratic transition and consolidation and then we place the theory of the reform of the intelligence services into it. In the second part we compare the two reform processes. At the end we conclude that the reform was more successful in the case of the Czech Republic because of the higher level of continuity in the reform of institutional framework and personnel of the intelligence services.

Abstract:

Práca je komparatívnou analýzou reformy spravodajských služieb v prípadoch Českej republiky a Slovenskej republiky ako jednej z nevyhnutných súčastí konsolidácie demokratického politického systému v týchto štátoch. Hlavným výskumným zámerom práce je identifikovať odlišnosti v prístupe k tejto reforme v skúmaných prípadoch a objasniť tak rôzne výstupy týchto procesov. V prvej časti práce sa venujeme definovaniu teoretického rámca demokratickej tranzície a konsolidácie a zasadenia teórie reformy spravodajských služieb do tohto rámca. V druhej časti práce sa venujeme samotnej komparácii priebehu reformy v skúmaných prípadoch. Následne dochádzame k záveru, že v prípade Českej republiky dochádza k vyššej miere úspešnosti reformy než v prípade Slovenskej republiky a to najmä z dôvodov vyššej miery inštitucionálnej a personálnej kontinuity v priebehu reformného procesu .
