Application of the Act on Measures in Connection with the Armed Conflict on the Territory of Ukraine at Primary Schools in the Hradec Králové Region

Abstract:

Diplomová práce je zaměřena na problematiku týkající se uplatňován zákon č. 67/2022 Sb., o opatřeních v souvislosti s ozbrojeným konfliktem na území Ukrajiny vyvolaný invazí vojsk Ruské federace ve znění pozdějších předpisů na základních školách v rámci Královehradeckého kraje. Hlavním cílem práce je uplatnění integrace ukrajinských žáků do výuky ve školním roce 2022/2023 z hlediska naplňování citovaného zákona. Diplomová práce je koncipována na teoretickou a praktickou část. Teoretická část diplomové práce se soustředí na výběr právních předpisů, které souvisí se sledovanou problematikou, včetně rozhodnutí Rady (EU) 2022/382 ze dne 4. března 2022, jakož i postavení zřizovatele základních škol v této oblasti poskytnutí dočasné ochrany. Praktická část je zaměřena na začleňování žáků do základních škol v Královehradeckém kraji z hlediska zařazování cizinců do tříd a oddělení, naplnění podmínek přijímání k základnímu vzdělání, obsahové stránky vzdělání, výjimky z požadavku znalosti českého jazyka, podpory ze strany zřizovatele, MŠMT, ve školním roce 2022/2023. Ke zjištění výzkumné otázky jsou využity dostupné statistické údaje. Druhá část výzkumu je věnována vyučujícím a samotným ukrajinským žákům, jak vnímají nové prostřední vzdělávání, ke zjištění jsem zvolil metodu rozhovoru a pozorování.

Abstract:

The diploma thesis is focused on issues relating to the application of Act No. 67/2022 Coll., on measures in connection with the armed conflict on the territory of Ukraine caused by the invasion of the troops of the Russian Federation, as amended, at elementary schools within the Hradec Králové region. The main goal of the work is the implementation of the integration of Ukrainian pupils into teaching in the school year 2022/2023 from the point of view of fulfilling the cited law. The diploma thesis is divided into a theoretical and a practical part. The theoretical part of the thesis focuses on the selection of legal regulations that are related to the monitored issue, including Council Decision (EU) 2022/382 of March 4, 2022, as well as the position of the founder of primary schools in this area of providing temporary protection. The practical part is focused on the inclusion of pupils in primary schools in the Hradec Králové region from the point of view of the inclusion of foreigners in classes and departments, the fulfillment of conditions for admission to primary education, the content of education, exceptions from the requirement of knowledge of the Czech language, support from the founder, the Ministry of Education, Culture, Sports and Science, during the school year 2022/2023. Available statistical data are used to determine the research question. The second part of the research is dedicated to teachers and Ukrainian students themselves, how they perceive the new secondary education, I chose the method of interview and observation to find out.
