Public administration information systems

Abstract:

V této práci jsem se zaměřil na oblast informačních systémů, využívaných v současné době ve veřejné správě. V rámci tohoto záměru jsem si stanovil cíl analyzovat již provozované stávající informační systémy a navrhnout nový, universální informační systém integrující většinu informací důležitých pro chod moderní veřejné správy. Pro splnění stanovených úkolů jsem stručně popsal dosavadní vývoj informačních systémů a provedl řadu podrobných zkoumání a analýz v oblasti stávajících informačních systémů. Vytvořil jsem sumarizaci vybraných atributů za všechny aktuálně provozované informační systémy veřejné správy a dále jsem se detailněji zaměřil na několik významných zástupců této oblasti. Značnou část práce jsem věnoval podrobnému představení návrhu struktury nového universálního informačního systému. Podrobně jsem popsal jednotlivé části celého systému, vytvořil jsem vizualizaci potencionálního webového portálu a uvedl několik modelových příkladů možného využití. V závěru práce je krátké pojednání nad přínosy a úskalími informačních systémů a zamyšlení nad pravděpodobným budoucím vývojem v této oblasti. Provedeným zkoumáním jsem zjistil, že mnohé současně provozované informační systémy jsou pro chod veřejné správy nezbytné, ale nevyužívají zcela dostupných možností včetně centralizace dat. Tuto nepříznivou situaci řeší nově navržený universální informační systém, čímž byl stanovený cíl splněn.

Abstract:

My thesis is focused on the area of information systems currently used in public administration. As part of this project, I set myself the goal of analyzing existing information systems already in operation and designing a new, universal information system integrating most of the information relevant to the running of modern public administration. To accomplish the set goal, I briefly described the development in the area of information systems so far and researched and analyzed the existing information systems. I have summarized the selected attributes for all currently used public administration information systems. I have further focused on several important systems representing this area. A great part of my work is presenting a detailed design of the structure of a new universal information system. I have described in detail the individual parts of the system, created a visualization of the potential web portal and presented some model examples of its possible use. At the end of my thesis I have described briefly the benefits and pitfalls of information systems and reflect shortly on the likely future development in this area. Through my research I have discovered that many of the currently used information systems while being vital for public administration, do not fully use all available options, including data centralization. This unfavorable situation should be dealt with by the newly designed universal information system.
