Tax revenues elasticity in the European Union and its determinants

Abstract:

Cílem této práce je odhadnout pomocí ekonometrických metod elasticitu daňových příjmů ve vztahu k HDP pro příjmy z přímých daní, daně z přidané hodnoty, sociálního pojištění a celkových daní. Takto definovaná elasticita je odhadnuta pro 27 členských států EU. Za účelem analýzy rozdílů mezi elasticitami jednotlivých států, je následně provedena lineární regrese elasticit s možnými determinanty z oblasti struktury ekonomik, pružnosti trhu práce, struktury daňových sazeb nebo indikátorů hospodářského cyklu. Výsledky ukazují, že nejvíce elastickým se jeví příjem z DPH, nejméně naopak příjem ze sociálního pojištění. Mezi státy s nejvíce elastickými daňovými příjmy patří Kypr, Německo a Nizozemsko. Nejméně elastické daňové příjmy se naopak vyskytují u Dánska a Malty. Následná analýza ukazuje, že tyto rozdíly jsou způsobeny zejména hospodářským cyklem, strukturou zahraničního obchodu a pružností trhu práce.

Abstract:

The aim of this paper is to estimate the elasticity of tax revenue with respect to GDP for direct tax revenue, value added tax, social insurance and total taxes using econometric methods. The elasticities thus defined are estimated for the 27 EU Member States. In order to analyse the differences between the elasticities of the different countries, a linear regression of the elasticities is then performed with possible determinants in the area of the structure of the economies, labour market flexibility, tax rate structure or business cycle indicators. The results show that VAT income appears to be the most elastic, while social insurance income appears to be the least elastic. The countries with the most elastic tax revenues are Cyprus, Germany and the Netherlands. On the other hand, the least elastic tax revenues are found in Denmark and Malta. Subsequent analysis shows that these differences can be explained mainly by the business cycle, the structure of foreign trade and labour market flexibility.
