Creation of Smart City characteristics gauge

Abstract:

Tato diplomová práce se věnuje spletité tématice poměrně nového konceptu Smart City. Ten vzniká jako reakce na výzvy 21. století, kterým představitelé měst dříve nebo později budou muset čelit. Transformací města na Smart City by mělo vést s pomocí využití chytrých technologií ke zvýšení životní úrovně obyvatel a zachování udržitelného rozvoje měst. Koncept Smart City je však aktér od aktéra odlišně definován, doposud nedošlo k přijetí univerzálně platné definice. Stejně tak dochází i k rozdílné implementaci konceptu město od města. Další problematika se váže k měření míry tzv. smartness měst, pro kterou doposud nebyly stanoveny univerzálně platné metriky. Autorka si v práci stanovuje celkem čtyři cíle. Prvním z nich je vytvoření vlastní komplexní definice Smart City, která vzniká na základě rešerše definic z různých zdrojů. Dále autorka provádí rešerši existujících standardů, indexů, soutěží a Smart City best practice, z nichž shromažďuje relevantní kritéria pro měření míry smartness měst. Tento seznam autorka dále doplňuje o svá vlastní kritéria a předkládá jej expertům k posouzení vhodnosti kritérií. Výstupem expertní analýzy je etalon vlastností Smart City. V závěru práce autorka ověřuje aplikovatelnost těchto kritérií na jedné z městských částí hlavního města Prahy. Hlavním výstupem práce je konsolidovaný seznam aplikace schopných kritérií Smart City neboli etalon vlastností Smart City.

Abstract:

This diploma thesis deals with the complex and relatively new Smart City concept. It is a response to the challenges of the 21st century that cities' leaders will have to face sooner or later. The transformation of the city into a Smart City takes place through the use of smart technologies in order to increase standards of living and preserve sustainable urban development. However, the Smart City concept is defined differently author by author. Therefore, an universally valid definition has not been set yet. Similarly, there is a different implementation of the concept. Another issue is related to measuring the smartness of cities, for which there have not been set any universally valid metrics yet. The author assigns a total of four goals. The first is to create her own Smart City definition, which is based on a research of definitions from different sources. In addition, the author reviews existing standards, indexes, competitions and Smart City best practices and collects relevant criteria for measuring the smartness of cities. This list is completed by the author's suggested criteria and it is submitted to experts to assess the suitability of each criteria. The output of the expert analysis is the Smart City characteristics gauge. At the end of the thesis the author verifies the applicability of these criteria to one of the city districts of Prague. The main output of the thesis is a consolidated list of applications capable of fulfilling Smart City criteria, the so called Smart City characteristics gauge.
