The European Commission's Position on the Issue of Gazprom Company

Abstract:

Tato diplomová práce se zabývá specifickým vztahem Evropské komise a společnosti Gazprom a nahlíží na něj pomocí teorie komplexní vzájemné závislosti autorů Roberta Keohana a Josepha Nye. Vztah těchto dvou aktérů prochází v posledních letech nevídaným vývojem, který naznačuje, že by mocenské postavení Evropské komise mohlo posilovat v neprospěch Gazpromu. Důvodem je masivní, systematické a invazivní vyšetřování podnikatelských aktivit Gazpromu na trhu se zemním plynem EU, které Evropská komise zahájila v roce 2011. Vzhledem k tomu, že toto vyšetřování stále probíhá, je zkoumané téma velmi aktuální. Hlavním cílem diplomové práce je zodpovědět otázku, zda lze v současnosti označit vztah Evropské komise a Gazpromu za mocensky asymetrický ve prospěch Evropské komise a zda v jejich vztahu došlo v rámci vymezeného desetiletého období k mocenské změně. Zjištění získaná v rámci výzkumu budou také sloužit pro zodpovězení doplňující otázky, zda Evropská komise zahájila vyšetřování Gazpromu v důsledku získání nových pravomocí a nástrojů, nebo pouze začala využívat ty stávající.

Abstract:

This diploma thesis deals with specific relationship between the European Commission and Gazprom Company, which is perceived in the perspective of complex interdependence theory developed by Robert Keohane and Joseph Nye. In recent years, the relationship of these two actors has been going through an unprecedented development which indicates that the power position of the European Commission could strengthen to the detriment of Gazprom Company. The reason is a massive, systematic and invasive investigation of business activities of Gazprom in the natural gas market of the EU, the European Commission launched in 2011. Based on the fact that this investigation is still ongoing, the surveyed topic is really present. The main objective of this diploma thesis is to answer the question whether the current relationship of the European Commission and Gazprom can be labeled as asymmetrically skewed in favour of the European Commission in terms of power and whether the change of power in their relationship occurred within defined period of ten years. The findings obtained in the survey will also serve to answer additional question whether the European Commission has launched the investigation of Gazprom as a result of the acquisition of new powers and instruments, or just started to use the existing ones.
