Life conditions of homeless people in the city of Brno

Abstract:

Tato bakalářská práce se zabývá životními podmínkami bezdomovců na území města Brna. Autor zde zejména porovnává teoretické možnosti člověka bez domova jak je stanovila společnost a praktické zkušenosti z výkonu povolání u Policie ČR a nabraných zkušeností při práci s těmito lidmi v Armádě spásy. Důvodem vzniku této práce byl zejména neuspokojivý přístup společnosti k bezdomovcům, kdy tito lidé jsou zejména chápání jako bytosti na okraji společnosti, neplnohodnotní spoluobčané, kteří jsou nežádoucí. Jsou sociálně vyloučeni aniž by společnost aktivně participovala na zlepšení společenském statutu těchto osob. Práce je rozdělena do dvou částí a to teoretické, která vymezuje základní pojmy a vysvětluje některé zákonem dané předpisy a opravné prostředky pro lidi bez domova, kdy dále je tato část srovnávána s výsledkem praktického výzkumu a zkušeností nabraných přímo při práci s těmito lidmi. Práce se snaží odpovědět zejména na otázku, zda-li ve městě Brně funguje kvalitní a organizovaná pomoc pro lidi bez domova, která povede k nápravě nepříznivého stavu pro jednotlivce. V praktické části práce se autor zaměřuje na možné nedostatky a navrhuje jejich odstranění popřípadě lepší řešení proti stávajícímu systému. Druhá část práce také zahrnuje kvalitativní výzkum problému, který byl proveden ve spolupráci s brněnskou pobočkou Armády spásy a zároveň při výkonu povolání policisty autora. Výzkum byl proveden a analyzován pomocí otevřeného kódování s rozhovory s dalšími policisty, kteří pracují s lidmi bez domova. Cílem výzkumu bylo porovnat teoretické poznatky se zjištěnými skutečnostmi. Také jsou v práci uvedeny rozpory mezi teoretickou a praktickou částí. V závěru práce je nastíněn, dle autora ideální stav organizované pomoci ve městě Brně a řešení současných problémů.

Abstract:

This bachelor thesis is concerned with the welfare of the homeless people in the city of Brno. The author mainly compares the theoretical options for human homeless as provided by the society and the practical experience of the profession in the Czech state police and collected experience thanks to working with these homeless people at the Salvation Army . The reason for this work was especially disappointing society's approach to homeless people when they are particularly understanding them as being on the fringes of society, fellow citizens who are undesirable. They are socially excluded without the society actively participated in the improvement of the social status of these individuals. The work is divided into two main parts, first theoretical, which defines the basic concepts and explains some of the statutory provisions and remedies for homeless people , which is also part of comparison with the results of research and practical experience collected while working with these people. This thesis tries to answer the question in particular , whether in Brno works good and organized help for the homeless , which will remedy the unsatisfactory condition of the individual. In the practical part of the thesis, the author focuses on the possible shortcomings and proposes remedies or better solution compared to the current system. The second part also includes qualitative research problem, which was conducted in cooperation with the Brno branch of the Salvation Army as well as professional officers Czech state police. The research was conducted and analyzed using open coding interviews with other officers who work with homeless people. The aim of the research was to compare the theoretical knowledge of the matters identified. Also, the work presented describes and compares the differences between theoretical and practical parts. The conclusion is outlined, according to the author's ideal state organizing assistance in Brno and solutions to current problems.
