Crisis management procedure in a municipality with extended competence in an emergency in the Czech Republic

Abstract:

Tato diplomová práce se zabývá tématem průběh krizového řízení v obcích s rozšířenou působností v nouzovém stavu v ČR. Cílem této práce je získat poznatky ohledně ochrany obyvatel a cvičení jedné ze složek IZS, a to prostřednictvím rozhovoru. V mé práci se zaměřím na krizové řízení jako celek, orgány krizového řízení, bezpečnostní hrozby, které mohou hrozit obyvatelům České republiky. Definuji 4 krizové stavy, které se mohou v České republice vyhlásit, představím krizový plán a plán krizové připravenosti. V neposlední řadě se zaměřím na krizový štáb obce s rozšířenou působností a na průběh ochrany obyvatelstva, jak v teorii, tak v praxi.

Abstract:

This diploma thesis deals with the topic of crisis management in municipalities with extended jurisdiction in a state of emergency in the Czech Republic. The aim of this work is to gain knowledge about the protection of residents and the exercise of one of the components of the Integrated Rescue System, through an interview. In my work, I will focus on crisis management, crisis management bodies, security threats that may threaten the citizens of the Czech Republic. I will define 4 crisis situations that can occur in the Czech Republic, I will present a crisis plan and a crisis preparedness plan. Last but not least, I will focus on the municipality's emergency staff with extended powers and on the course of population protection, both in theory and in practice.
