Changes in the number of state employees and total costs of their salaries in the Czech Republic in the years 2006-2021

Abstract:

Předmětem této bakalářské práce je skupina zaměstnanců veřejného sektoru, kteří se řadí mezi státní zaměstnance. Hlavní zkoumanou otázkou je vývoj počtu státních zaměstnanců České republiky a státních výdajů na jejich platy. Práce je rozdělena do dvou částí. První část se zabývá příčinami existence veřejného sektoru a fungováním veřejné správy. Druhá část práce je praktická a zabývá se vývojem v počtu státních zaměstnanců a nákladů na jejich platy a vládními cíli na změny hodnot těchto údajů. Závěrem této části je, že v současné době dochází k nárůstu jejich počtu i výdajů na jejich platy, a dále, že je pro vlády obtížné tyto výdaje omezit, ale naopak pro ně není obtížné je zvýšit.

Abstract:

The subject of this bachelor thesis is a group of public sector employees who are civil servants. The main issue examined is the development of the number of civil servants in the Czech Republic and state expenditures on their salaries. The work is divided into two parts. The first part deals with the causes of the existence of the public sector and the functioning of public administration. The second part of the work is practical and deals with the development in the number of civil servants and the cost of their salaries and government targets for changes in the value of these data. The conclusion of this part is that there is currently an increase in their number and expenditure on their salaries, and that it is difficult for governments to reduce this expenditure, but on the contrary, it is not difficult for them to increase it.
