Abstract:

Abstrakt Tato práce se zabývá srovnáním českého a slovenského penzijního systému. Jejím cílem je porovnání současného penzijního systému v České republice se současným penzijním systémem ve Slovenské republice, shrnutí vývoje těchto penzijních systémů po roce 1992 a charakterizovat hlavní důchodové reformy, které od této doby do současnosti proběhly. Práce se zabývá analýzou současné struktury penzijních systémů, jejich pilířů a jejich parametrů. Téma je skutečně aktuální, a to nejen pro Česko a Slovensko, ale pro mnoho dalších vyspělých zemí. Problematika tématu nastává především díky demografickému ukazateli stárnutí populace a s ním související problém financování penzí ze základního pilíře. Všichni občané chtějí prožít důstojné stáří a k tomu je zapotřebí mít k dispozici přiměřené finanční prostředky. Na jedné straně se vláda musí starat, aby měla dostatek finančních prostředků na krytí penzí, a na druhé straně musí vytvářet prostředí, které podporuje i samotné občany k vlastním iniciativám spořit si na důchod. Vycházím ze stavu penzijního systému před rokem 1993, v době, kdy existoval společný stát. Začínám popisem českého penzijního systému. Nejdříve se zabývám vývojem změn a reforem, které proběhly v českém penzijním systému od roku 1992 do současné doby, a poté následuje popis současného českého penzijního systému. Další kapitola se týká popisu slovenského penzijního systému. Nejdříve se též zabývám vývojem změn a reforem, které proběhly ve slovenském penzijním systému od roku 1992 do současné doby, a poté následuje popis současného slovenského penzijního systému. Na závěr je shrnut rozdílný vývoj penzijních systémů obou republik a popsáno srovnání jednotlivých pilířů a nastavení jejich parametrů.

Abstract:

This thesis deals with the comparison of the Czech and Slovak pension system. Its aim is to compare the current pension system in the Czech Republic with the current pension system in the Slovak Republic, a summary of the development of this pension systems after 1992 and characterize the major pension reforms that have taken place since then until now. The thesis analyzes the current structure of pension systems, their pillars, and their parameters. The topic is really hot, and not just for the Czech Republic and Slovakia, but for many other developed countries. Problems of this theme arise mainly due to demographic indicators of population aging and with the funding the pensions from the basic pillar. All the citizens want to live a dignified old age and it is necessary to have adequate funds. On the one hand, the government must take care to have sufficient funds to cover pensions, and on the other hand, must create an environment that supports the citizens to save for own retirement. I come from the state pension system before 1993, at the time when there here was a common state. I begin describing the Czech pension system. First I deal with the development of the changes and reforms that have taken place in the Czech pension system from 1992 to the present day, and then follows a description of the current Czech pension system. The next chapter is about describing the Slovak pension system. First, I also deal with the development of the changes and reforms that have taken place in the Slovak pension system from 1992 to the present day, and then follows a description of the current Slovak pension system. In conclusion is summarize the different development of pension systems in both republics and described comparisons between the individual pillars and set their parameters.
