Results of Instant-runoff Voting in Mayoral Elections in the USA

Abstract:

Ranked-choice voting, or instant run-off system is an electoral system used in the Pacific countries and in the Australia. Mayoral elections in the USA can provide us good example of the usage of this system in other countries, which is usually very rare. The main goal of this thesis is to confirm or falsify theories introduced by Benjamin Really and Amy Douglas. The main questions to be answered in this thesis are questions about trends in the growth of voter’s turnout and number of candidates, questions of the voters support for the winners and also problems connected with the lack of monotonicity and the wining of the candidate who is not a Condorcet winner. This thesis is a case study of eight American cities with the closed universe research design. It means that we analyze elections before and after the ranked-choice voting was introduced to these cities.

Abstract:

Volebný systém alternatívneho hlasovania je systém rozšírený prevažne v Austrálii a v krajinách Pacifiku. Jeho použitie na inom území je skôr výnimočnáé. Príkladom je alternatívne hlasovanie v starostovských voľbách v USA, ktorým sa práve táto práca zaoberá. Práca sa snaží aplikovať teórie Benjamina Reillyho a Amy Douglasa na americké voľby a na základe volebných výsledkov potvrdiť, či vyvrátiť tie hypotézy, u ktorých to je možné. Hlavnými otázkami sú trendy vo vývoji volebnej účasti, vývoji počtu kandidátov, veľkosti väčšiny, ktorú víťazi získavajú a problémy, ktoré sa spájajú so systémom, ktorý nevyhovuje požiadavkám monotónnosti, či so systémom, ktorý neprodukuje condorcetovho víťaza. Práca je prípadovou štúdiou typu closed universe – analyzuje niekoľko volieb pred zavedením alternatívneho hlasovania a po jeho zavedení v celkom ôsmych mestách, ktoré tento systém používajú alebo v minulosti používali.
