Searching for contraband during the security screening of persons

Abstract:

Tato bakalářská práce se v teoretické části věnuje historii vzniku pašování a nastiňuje pojem kontraband včetně způsobů pašování. Definována je Celní správa České republiky, poté je následně přiblíženo clo a celní řízení včetně právní úpravy. Závěrečná práce je zaměřena na proces odbavování cestujících a jejich zavazadel na mezinárodním letišti a technické prostředky, které jsou na těchto letištích celníky využívány. Praktickou část tvoří prvotně pilotní průzkum, kde byl proveden řízený rozhovor a následně kvalitativní výzkum s dominantní technikou polostrukturovaných rozhovorů, které byly uskutečněny s příslušníky, kteří zajišťují celní odbavení na letišti bez stálého stanoviště Celní správy. Rozhovory byly provedeny s cílem ověřit, zda je stávající proces odbavování a provedení kontrol osob a jejich zavazadel na letišti v Mnichově Hradišti dostačující k odhalení kontrabandu, dále zda použití technických prostředků ovlivňuje nález kontrabandu a přispívá-li zřízení místnosti na letišti navržené v pilotním průzkumu k odbavení a kontrole cestujících a jejich zavazadel. Po provedených rozhovorech a zjištěných nedostatcích byla navrhnuta opatření a některá z nich již byla realizována.

Abstract:

In the theoretical part, this bachelor thesis deals with the history of the origin of smuggling and outlines the concept of contraband, including methods of smuggling. The Customs Administration of the Czech Republic is defined and then customs and customs procedures, including legislation, are explained. The final part is focused on the process of checking-in passengers and their luggage at international airports and the technological means used by customs officers at said airports. The practical part initially consists of a pilot survey, where a controlled interview was carried out, followed by qualitative research using predominantly semi-structured interviews, which were carried out with associates who provide customs clearance at airports without a permanent Customs Administration office. The interviews were conducted with the aim of verifying whether the current process of checking-in and searching people and their luggage at the airport in Mnichov Hradiště is sufficient to detect contraband, whether the use of technological means affects the detection of contraband and whether the set up of the room at the airport for the checking-in and searching of passengers and their luggage, as proposed in the pilot survey, contributes to the process.
