The impact of legislative changes on the business environment in rural areas in the Czech Republic

Abstract:

Abstrakt: Tato diplomová práce se zabývá podnikatelským prostředím na venkově v závislosti na změnách v legislativě, které se udály v rychlém sledu v posledních letech. Výzkumná práce hledá odpovědi na otázky, zda účinky protikuřáckého zákona a elektronické evidence tržeb mohly způsobit zhoršení podnikatelských podmínek a následnou stagnaci služeb. Výzkum je cílen na vybrané obce v Jihočeském kraji a Kraji Vysočina v období od roku 2016 do roku 2019. Základem kvalitativního výzkumu jsou rozhovory se zástupci obcí a podnikateli v oblasti služeb pohostinství a maloobchodních prodejen potravin. Pomocí analýzy rozhovorů otevřeným kódová-ním a následnou metodou vytváření trsů jsou nalezeny i další faktory, které podnikání významně ovlivňují. Přínosem práce je pohled na specifika venkovského podnikatelského prostředí se snahou o nalezení nových přístupů, které by mohly pomoci alespoň částečně mírnit dopady úbytku služeb na venkově.

Abstract:

The present thesis focuses on the business environment in the countryside, given the legislative changes that have rapidly followed in recent years. The research targets the issues of whether the anti-smoking law and electronic sales registration have affected or even worsened the business environment and consequently resulted in the stagnation of services. The research focuses on selected municipalities located in the South Bohemia Region and the Vysočina Region between 2016 and 2019. The qualitative research draws on interviews with municipal representatives and entrepreneurs involved in hospitality services and food retail outlets. Other factors that can significantly influence the business environment have also been determined by analysing the interviews using open coding and the subsequent clustering method. The benefit of the thesis is exploring the specifics of the rural business environment and trying to identify new approaches that could assist in at least partially mitigating the effects of the decline of services in rural areas.
