The impact of accounting reform of public finances in particular conditions selected municipality

Abstract:

Účetní reforma veřejných financí probíhá již od roku 2010 a přinesla s sebou velké množství legislativní změn a také řadu novinek. Tyto legislativní změny a novinky se promítly do účetnictví územních samosprávných celků tedy obcí a výrazně změnily vedení účetnictví vybraných účetních jednotek. Z toho důvodu autorka zvolila jako cíl své práce popis nových účetních metod obcí v oblasti majetku po zavedení účetní reformy, analýzu použití metod zaměřujících se na oblast majetku obce v praxi, analýzu legislativního dodržování nových účetních metod týkajících se majetku v podmínkách konkrétní obce a analýzu vlivu těchto změn na prostředí vybrané obce. V teoretické části práce seznamuje autorka čtenáře prostřednictvím metody sběru dat a analýzy dokumentů s účetní reformou a jejími účetními metodami v oblasti majetku. V rámci aplikační části této práce autorka stanovila dva výzkumné problémy. V prvním výzkumném problému je řešen fakt, jaký vliv mělo zavedení nové účetní reformy v oblasti veřejných financí na účetnictví vybrané obce. V rámci druhého výzkumného problému se autorka zabývá legislativním dodržováním nových účetních metod v podmínkách vybrané obce. V poslední kapitole bakalářské práce autorka uvádí vyhodnocení výzkumných úkolů, na jejichž základě uvádí návrhy opatření z nich vyplývající. V závěru práce autorka dospěla k názoru, že zavedená účetní reforma výrazně přiblížila účetnictví veřejného sektoru k účetnictví podnikatelskému.

Abstract:

The accountig reform of public finances has been in progress since 2010 and has introduced a huge amount of legislative changes as well as news. These legislative changes and news have been implemented in the accounting of municipal authorities, municipalities and have brought significant changes to accounting of selected entities.That is why authoress of this thesis aims to describe new accounting methods of municipalities in the area of property after the implementation of accounting reform; to analyse the use of these methods in practice; to analyse how the new accounting methods are legislatively followed in particular municipality; and to analyse impact of the changes on the environment of the selected municipality. Theoretical part of the thesis is focused on accounting reform and its methods especially in the area of property. The authoress uses a method of data collection and document analysis. Two research tasks were set in the application part of the thesis. One of the tasks is impact of implementation of the new accountig reform in the area of property on the selected municipality. The second research task is focused on legislative compliance of new accounting methods in selected municipality. In the last part of the thesis the authoress assesses the research tasks and suggests resulting measures. The authoress concludes that the accounting reform contributes significantly to approximation of accounting of selected entities to business accounting.
