Status of president in parliamentarism (comparative analysis)

Abstract:

Předkládaná bakalářská práce se zabývá postavením prezidenta v parlamentním (poloprezidentském) systému. Do této práce bylo vybráno 11 postkomunistických zemí, z toho deset je členem Evropské unie a jedna kandidátská. V první části jsou popsány vládní systémy (prezidentský, parlamentní a poloprezidentský) a hlavní odlišnosti mezi nimi. Druhá a třetí část se zabývá funkcí a postavením hlavy státu v postkomunistických zemích. Ve čtvrté části je obsažen způsob, jakým jsou jednotliví prezidenti voleni, v páté pojetí odpovědnosti. Šestá část práce se zabývá jejich pravomocemi a sedmá srovnává Českého prezidenta s ostatními hlavami států. A poslední, osmá část, je shrnutí předchozích kapitol.

Abstract:

Following bachelor work addresses the role of a president in parliamentary (semi-presidental) political system. Eleven post-communism countries were chosen for the work, ten of which are members of the European Union, the other is a candidate. The first part describes the government systems (presidential, parliamentary, semi-presidental) and major differences in them. The second and the third part concerns the position and the role of the head of the state in the post-communism countries. The fourth part examines the ways the presidents are elected, the fift part their responsibilities. The sixth part of the work concerns their competences and the seventh part compares Czech president with heads of other states. And the last, eight part, is a summary of previous chapters.
