Position, Role and Means of Control of International Disarmament Treaties in the Czech Republic

Abstract:

Diplomová práce zkoumá problematiku mezinárodních smluv o kontrole zbrojení a odzbrojování. Popisuje nejen význam a úlohu těchto smluv, ale také jejich historický vývoj a kontext, ve kterém vznikly. Zaměřuje se na to, jak jsou tyto smlouvy implementovány v praxi, jaké mechanismy zajišťují dodržování závazků a jak probíhá jejich verifikace. Důraz je kladen i na institucionální strukturu, která se zabývá kontrolou a prováděním těchto smluv na mezinárodní úrovni. Na základě analýzy jsou vybrány tři konkrétní mezinárodní smlouvy, které mají významný dopad na kontrolu zbrojení a odzbrojování v České republice. Tyto smlouvy jsou dále detailně prozkoumány z hlediska mechanismů kontroly a provádění, s důrazem na jejich aplikaci a význam pro národní bezpečnostní politiku České republiky. V neposlední řadě je vypracován detailní popis ověřovacích mechanizmů využívaných v praxi, prováděný pří kontrole dodržování smlouvy S-KOS v místě vojenských jednotek/útvarů a určených oblastí.

Abstract:

This diploma thesis explores the issues of international arms control and disarmament treaties. It not only describes the significance and role of these treaties but also their historical development and the context in which they emerged. It focuses on how these treaties are implemented in practice, what mechanisms ensure compliance with obligations, and how their verification process unfolds. Emphasis is also placed on the institutional structure responsible for monitoring and implementing these treaties at the international level. Based on the analysis, three specific international treaties that have a significant impact on security and disarmament in the Czech Republic are selected. These treaties are further examined in detail regarding their control and implementation mechanisms, with an emphasis on their application and significance for the national security policy of the Czech Republic. Last but not least, a detailed description of the verification mechanisms used in practice, carried out when verifying compliance with the S-COS treaty at the location of military units/units and designated areas, is developed.
