Budget tax assessment - revenue collections of municipalities

Abstract:

Bakalářská práce popisuje daňové příjmy obcím v ČR na základě rozpočtového určení daní za určitá období až po současnost. První kapitola teoretické části je věnována fiskálnímu federalismu jakožto propojení finančních vztahů mezi ústřední vládou a jednotlivých správních úrovních. Proces decentralizace a možnosti rozdělení pravomocí a odpovědnost územních samospráv znázorňují modely fiskálního federalismu. Dále práce charakterizuje daňové příjmy, klasifikuje dle rozpočtového určení na svěřené, sdílené, místní a správní poplatky a vystihuje jejich vývoj v souvislosti změn ve struktuře územní samosprávy a zákona o rozpočtovém určení daní. Aplikační část navazuje shrnutím základních nedostatků RUD z minulých let, které by měly být eliminovány současným nastavením. Závěrem je srovnáván podíl vybraných obcí na sdílených daní při zavedení nových kritérií.

Abstract:

This Barchelor theses describes revenue collections of municipalities on the bases of Budget tax assessment for the certain period until present. The first chapter of theoretical-methodical part is devoted to the fiscal federalism as a connection of financial relationships between central government and separate municipalities. The Process of decentralization and alocation of powers possibility and accountability of municipalities demonstrate models of the fiscal federalism. Further the Thesis characterizes the revenue collections, clasifies according to budget tax assessment on trust taxes, shared taxes, local taxes and administrative taxes and describes their development in context of changing the municipality and law of the budget tax assessment. The aplication section continues in summarizing of basic tax assessment issues from the previous years, which should be eliminated by current regulation. At the conclusion thesis compares the tax share for certain municipalities in the course of new criterions implementation.
