Abstract:

Tato diplomová práce se zabývá tématem řízení územní samosprávy jako firmy. Nabízí souhrn nejzásadnějších analýz a metod podnikatelské činnosti a zdůvodnění jejich aplikace ve veřejné instituci. V současné době je vztah mezi firmou a územní samosprávou ve společnosti často diskutován a z tohoto důvodu je dobré mít povědomí, co tato oblast poznání nabízí. Cílem práce je díky teoretickým poznatkům a analýzou získaných informací o územní samosprávě zajistit předpoklady pro naplnění změny ve veřejné správě, které by přispěly ke zlepšení poskytování služeb a byly maximálním přínosem pro vlastní činnost samosprávy. Podrobněji se věnuje předpokladům CAF modelu, porovnání městských samospráv v otázce rozpočtu a do jaké míry je reálné uvažovat o řízení samosprávy jako firmy. Diplomová práce může posloužit i jako návod nebo inspirace pro jiné územní samosprávy, které uvažují o podobné aplikaci řízení.

Abstract:

This thesis deals with the topic of management of local government as a company. It offers a summary of the most important analysis and methods of business activity and gives reasons of their application in a public institution. Currently, the relation between business and local authority is often debated in society and for this reason it is good to have an awareness of what this area offers. The aim of the work is in accordance with theoretical knowledge and analysis of information gathered about local government to ensure the preconditions for the fulfillment of change in public administration, which would improve the contribution of providing services and supply the maximum benefit for its own local authority activity. It dedicates on assumptions of the CAF model, comparing of the municipalities on the issue of budget and to what extent is realistic to think about managing about the local government as a company. The thesis can also serve as a guide or inspiration for other local authorities that are considering about a similar application management.
