The Arctic: conflict potential of the region

Abstract:

Arktida v posledních letech poutá pozornost vpravdě globálních rozměrů. Někteří badatelé přitom prohlašují, že by současná dynamika v regionu mohla vést až k vypuknutí ozbrojeného mezistátního střetu. Otázkou zůstává, zda jsou podobné obavy na místě. Diplomová práce se zabývá Arktidou a konfliktem, jako specifickým typem interakce národních států. Arktidu můžeme definovat jako oblast na sever od polárního kruhu. Výzkum konfliktního potenciálu pak zahrnuje dva základní výzkumné okruhy: riziko vzniku mezistátního konfliktu a riziko eskalace konfliktu. Práce má tři základní cíle: poskytnout čtenáři detailní oborovou analýzu Arktidy jako svébytného geopolitického regionu; diskutovat konfliktní potenciál regionu; a kriticky zhodnotit výše prezentované názory, které inklinují spíše k přeceňování násilných scénářů dalšího vývoje na úkor potenciálně možné kooperace a nenásilného řešení sporů. Na základě detailní analýzy můžeme prohlásit, že konfliktní potenciál regionu je oproti často uváděným předpokladům nižší. Míra rizika eskalace konfliktu svou výší ve srovnání s konfliktním potenciálem jiných světových regionů nijak významně nevybočuje.

Abstract:

In recent years, the Arctic has attracted truly global attention. Some scholars state, that current regional momentum could lead to an interstate armed conflict. The question is, whether this belief is well-founded. This thesis examines the Arctic and a conflict as a specific type of interstate interaction. The Arctic can be defined as the area north of the Arctic Circle. Research of the Conflict Potential consists of two primary sets of questions: the risk of an outbreak of an interstate conflict and the risk of conflict escalation. In particular, the aim of the article is threefold: to provide the reader with detailed and academic analysis of the Arctic as a distinct geopolitical region; to discuss the conflict potential of the region; and to critically reasses statements, which tend to overestimate violent scenarios of future regional development at the expense of possible cooperation and non-violent conflict resolution. On the basis of detailed analysis, we must conclude, that the conflict potential of the Arctic is lower than usually stated and that the risk of conflict escalation in the region is not extremely high in comparison to other world regions.
