Transformation of the relationship between the Russian Federation and the North Atlantic Treaty Organization

Abstract:

Vztahy Ruské federace a Severoatlantické aliance jsou velmi komplikované a tvoří velké téma v mezinárodní bezpečnostní politice. Současný vztah těchto aktérů je bezesporu ovlivněn vývojem jejich vztahu, který započal bezprostředně po vzniku Severoatlantické aliance a vyvíjel se během studené války. Cílem mé práce bylo zaměřit se na vývoj vztahu těchto dvou aktérů a analyzovat jeho proměnu od rozpadu Sovětského svazu v roce 1991 až do roku 2019 a zjistit, zdali mezi aktéry převažuje míra spolupráce, či naopak rivality. Interakce mezi těmito aktéry, které ovlivnily vývoj jejich vztahů jsem se pokusila zmapovala v několika kapitolách. Jednalo se především o několik válečných konfliktů, ve kterých oba aktéři figurovali (válka v Bosně a Hercegovině, válka v Kosovu, válka v Gruzii, anexe Krymu, válka v Sýrii) a mezinárodních událostí, které přispěly k rozvoji jejich vztahu (události 11. září). Na konci několika konfliktu došlo k vybudování prostoru pro komunikaci a spolupráci (Partnerství pro mír, zakládající akt). Nejvýznamnějším orgánem, který přinášel největší míru spolupráce mezi Ruskem a Severoatlantickou aliancí byla Rada Rusko-NATO. I přes řadu komunikačních kanálů a pokusů o spolupráci mezi Ruskou federací a Severoatlantickou aliancí lze jejich vztahy přirovnat v sinusové křivce. Období spolupráce pravidelně střídala období rivality. Toto období trvalo až ro roku 2014.K pozastavení spolupráce v rámci Rady Rusko-NATO a výraznému zhoršení vztahů mezi Ruskem a NATO došlo po ruské anexi Krymu v roce 2014. Vztahy mezi Ruskou federací a Severoatlantickou aliancí lze zhodnotit jako problematické. Přes veškerou snahu o spolupráci v jejich vztahu převažují spory, které jsou ovlivněny odlišnými hodnotami obou aktérů.

Abstract:

Relations between the Russian Federation and the North Atlantic Alliance are very complicated and a major issue in international security policy. The current relationship of these actors is undoubtedly influenced by the development of their relationship, which began immediately after the establishment of the North Atlantic Alliance and developed during the Cold War. My work aimed to focus on the development of the relationship between these two actors and to analyze its the transformation from the collapse of the Soviet Union in 1991 to 2019 and to determine whether the level of cooperation or rivalry prevails between the actors. I tried to map the interactions between these actors, which influenced the development of their relationships, in several chapters. These were mainly several war conflicts in which both actors were involved (war in Bosnia and Herzegovina, the war in Kosovo, war in Georgia, annexation of Crimea, war in Syria), and international events that contributed to the development of their relationship (events of September 11). At the end of several conflicts, a space for communication and cooperation was established (Partnership for Peace, founding act). The most important body that brought the greatest degree of cooperation between Russia and the North Atlantic Alliance was the Russia-NATO Council. Despite several communication channels and attempts at cooperation between the Russian Federation and the North Atlantic Alliance, their relations can be compared on a sine wave. Periods of cooperation regularly alternated with periods of rivalry. This period lasted until 2014. The suspension of cooperation within the Russia-NATO Council and a significant deterioration in relations between Russia and NATO occurred after the Russian annexation of Crimea in 2014. Relations between the Russian Federation and the North Atlantic Treaty Organization can be assessed as problematic. Despite all efforts to cooperate in their relationship, disputes prevail, which are influenced by the different values of both actors.
