The EU as an actor in the fight against disinformation

Abstract:

Diplomová práce zkoumá schopnost EU rámovat českou politiku v boji proti dezinformacím. Rámování, jako jedna z dimenzí aktérství EU, spočívá ve vytváření interpretačního rámce v určité problematice, který je posléze přenášen na členské státy. Cílem práce je zjistit, zda se EU daří rámovat problematiku boje proti dezinformacím na české politické scéně. V teoretické části práce představuje koncepty aktérství EU a rámování, v další kapitole přechází k fenoménu dezinformací a zabývá se bojem proti jejich šíření. V praktické části pomocí tematické analýzy diskurzu vytyčuje hlavní témata, která se v rámci boje proti dezinformacím na unijní úrovni vyskytují. Stejnou metodou následně vytyčuje hlavní témata v dané problematice také na české politické scéně. Srovnáním obou analýz dochází k závěru, že se EU českou politiku v boji proti dezinformacím rámovat spíše daří.

Abstract:

This diploma thesis examines the ability of the EU to frame Czech policy in the fight against disinformation. Framing, as one of the dimensions of EU actorness, is based on creating an interpretive framework in a particular issue, which is then applied in the member states. The aim of the thesis is to find out whether the EU is successful in framing the issue of fight against disinformation in the Czech political scene. Theoretical part of the thesis presents the concepts of EU actorness and framing, next it introduces the phenomenon of disinformation and deals with the fight against its spread. Then, thematic analysis of discourse is used to find main topics that are present at the EU level in the fight against disinformation. Using the same method, main topics in the given issue are outlined also on the Czech political scene. A comparison of both analyses concludes that the EU is rather successful in framing Czech policy in the fight against disinformation.
