Regional security complex and the role of security hegemon - case study of the Saudi Arabia and Iran

Anotácia:

Cílem diplomové práce je zhodnotit současný vliv Saúdské Arábie a Íránu na stabilitu regionu Blízkého východu. Součástí teoretické části práce je navržení změn v teorii regionálních bezpečnostních komplexů Barryho Buzan a Ole Waevera, která je stěžejní pro pochopení regionální bezpečnostní problematiky regionů a pojmů s ní spojených. Teorie Barryho Buzana předpokládá vzájemnou soutěživost mezi potencionálními hegemony v regionu, kteří svojí soutěživostí mohou destabilizovat úroveň bezpečnosti V současnosti lze dle Buzana a Waevera evidovat v rámci globalizovaného světa devět regionálních bezpečnostních komplexů. Vzájemné měření sil na Blízkém východě, má za následek politickou a bezpečnostní nestabilitu celého regionu, která je součástí analytické části práce. Region Blízkého východu vykazuje jistou úroveň implementace charakteristik regionálních bezpečnostních komplexů, která se projevuje nejen ve vztazích hegemonů ale i ve vývoji vzájemné ekonomické spolupráce. Vzájemný vztah Saúdské Arábie a Íránu se cyklicky vyvíjí a prochází změnami ovlivňující regionální stabilitu. Výrazný vliv v souvislosti se stabilitou mají i militantní skupiny financované ze zahraničí a jejich působení zvyšující politické, vojenské a ekonomické napětí v regionu. V závěru práce bude zhodnocen celkový vliv bezpečnostních a ekonomických faktorů v souvislosti s působením externích činitelů v regionu.

Abstract:

The aim of the diploma thesis is to evaluate the current influence of Saudi Arabia and Iran on the stability of the Middle East region. Part of the theoretical work of the thesis is to propose changes in Barry Buzan and Ole Waever's regional security complex theory, which is crucial for understanding the regional security issues of the regions and the concepts associated with them. Barry Buzan's theory assumes competition between potential hegemons in the region that can destabilize their level of security due to their competitions. Currently, according to Buzan and Waever, nine regional security complexes can be recorded within the globalized world. The mutual measurement of forces in the Middle East results the political and security instability of the whole region, which is part of the analytical work. The Middle East region has a certain level of implementation of the characteristics of regional security complexes, which is not reflected only in the hegemony relations but also in the development of mutual economic cooperation. The mutual relationship between Saudi Arabia and Iran evolves cyclically and undergoes changes affecting regional stability. The militant groups funded from abroad also have a strong influence on the stability, as well as their effect of increasing political, military and economic tensions in the region. At the end of the thesis, the overall impact of security and economic factors will be assessed in the context of regional external actors.
