Návrh metodického pokynu pro kontrolu původu zboží

Abstract:

Bakalářská práce se zabývá problematikou určování a kontroly původu zboží ve firmě TE spol. s r.o. Postup určování původu zboží je prezentován na modelových příkladech s vysvětlením metod, které lze použít pro výrobky této společnosti. Podmínky pro uznání původu jsou závislé na správném zařazení zboží do kombinované nomenklatury. Chyby v tomto zařazení mohou vést až k celnímu nebo daňovému deliktu. Analýza stávajícího stavu dokládá nedostatečné využití metod, které určují preferenční původ zboží na základě uzavřených dohod o volném obchodu mezi EU a třetími zeměmi. Pokud budou tyto metody implementovány do vnitropodnikového informačního systému SAP, povede jejich použití k úsporám na clech a daních jak pro společnost TE spol. s r.o., tak i pro její odběratele. Důležitou součástí procesu kontroly a prokázání původu jsou dodavatelská prohlášení. Jejich formulace, obsah a správnost vyplnění hrají v dodavatelském řetězci procesu původu zboží klíčovou úlohu. V této práci je také stručně představen portál Access2Markets, který umožňuje samoověřování původu zboží formou dotazníku.

Abstract:

The bachelor thesis deals with the issue of determination and control of the good’s origin in the company TE spol. s r. o. The procedure for determining the good’s origin is presented on model examples with an explanation of the methods which are applicable for the products of this company. The terms for recognition of origin depend on the correct classification of goods according to the Combined Nomenclature. Errors in the classification can lead to a customs or tax offense. An analysis of the current state illustrates the under-utilisation of methods that determine the preferential origin of goods on the basis of free trade agreements between the EU and the non-EU countries. If these methods are implemented in the SAP internal information system, their use will lead to savings in duty and taxes for the TE spol. s r. o. as well as for their customers. Supplier’s declarations are an important part of the process of checking and proving origin. Their formulation, content and correctness of completion play a vital role in the supply chain of the origin process. This thesis also briefly introduces the Access2Markets portal, which allows self-verification of the origin of goods in the form of a questionnaire.
