Pension reform in the Czech Republic

Abstract:

Současný důchodový systém České republiky je založen na dvou pilířích - státním I. pilíři důchodového pojištění a soukromém - III. pilíři doplňkového penzijního spoření. Primární základy současného důchodového systému byly konstruovány v r. 1989 na modelu odlišné demografické struktury, kdy rostl počet ekonomicky aktivních občanů a zároveň byl nižší průměrný věk dožití. S rostoucím věkem dožití, klesající porodností a klesajícím počtem ekonomicky aktivních občanů je současný důchodový systém dlouhodobě neudržitelný. Pro snížení deficitu důchodového účtu je důležitá výkonnost ekonomiky a udržení inflačního cíle. I vlády ostatních vyspělých zemí se potýkají s problematikou adekvátního a důstojného zajištění svých občanů na penzi. Reforma českého důchodového systému v r. 2013 proběhla, v rámci vybraných zemí EU, jako poslední, ale i přes možnost inspirace v zahraničí, nebyla úspěšná. Všechny zvažované důchodové systémy vybraných zemí EU jsou založeny na třech pilířích, proto i občané České republiky by měli mít možnost zhodnotit své úspory v dlouhodobě udržitelném a efektivním druhém pilíři, který byl v r. 2015 zrušen. Z průzkumu vyplývá, že většina mladých občanů si neuvědomuje vážnost situace a nutnost začít si spořit od začátku svého ekonomicky aktivního věku a o problematiku zajištění se na penzi se nezajímá.

Abstract:

The current pension system of the Czech Republic is based on two pillars – the First Pillar of Pension Insurance that is run by state, and the Third Pillar of Supplementary pension Savings that is private. The primary foundations of the current pension system were constructed in 1989 on a model of a different demographic structure, where the number of economically active citizens grew and the average life expectancy level was lower. With the increasing life expectancy, declining birth rates, and declining numbers of economically active citizens, the current pension system is unsustainable in the long run. To reduce the deficit of the pension account, the good condition of the economy and the maintenance of the inflation target are important. Governments of other advanced countries are also struggling with the issue of adequate and dignified retirement provision for their citizens. The reform of the Czech pension system in 2013 was the last one in the selected EU countries, but despite the possibility to get inspiration from abroad, it was not successful. All considered pension systems of selected EU countries are based on three pillars, so citizens of the Czech Republic should be able to assess their savings in a long-term sustainable and efficient second pillar which was repealed in 2015. The survey shows that most young people are unaware of the seriousness of the situation, and the need to start saving from the beginning of their economically active age, and they are not interested in retirement related issues.
