U.S. Foreign Policy Towards Latin America

Abstract:

Hlavním tématem této bakalářské práce je zahraniční politika USA vůči Latinské Americe. USA považovaly oblast Latinské Ameriky za přirozenou sféru vlivu již od roku 1823, kdy byla vyhlášena Monroeova doktrína. Geografická poloha Latinské Ameriky, která se nachází v západní hemisféře, tak učinila z tohoto regionu předmět zájmu amerických administrativ. Zejména s nastupujícím vlivem komunismu po konci druhé světové války došlo k navýšení strategické důležitosti latinskoamerického regionu v zahraniční politice USA. Byl to právě antikomunismus představitelů USA, který ve druhé polovině 20. století v jejich zahraniční politice zastával značnou roli a ovlivňoval tak politické dění v zemích Latinské Ameriky. Přístup dílčích latinskoamerických vlád k socioekonomickým otázkám se tak stal důležitým faktorem, který ovlivňoval podobu jejich bilaterálních vztahů s USA. V první části této práce se zabývám popisem zahraničněpolitických nástrojů, kdy využívám především jejich dělení dle Christophera Hilla. Ve druhé části popisuji historicko-politický kontext zahraniční politiky USA ve zmíněném regionu, tedy jakými ideologickými směry a doktrínami byla americká zahraniční politika v konečném důsledku ovlivněna. Ve třetí části zkoumám zahraniční politiku USA vůči Kubě v letech 1958-1989 a obdobné časové rozmezí využívám i v části čtvrté, kde se zaměřuji na zahraniční politiku USA vůči Chile. V obou zmíněných částech popisuji, jak se měnila americká zahraniční politika v návaznosti na obměnu dílčích prezidentských administrativ a jaký přístup tyto exekutivy ve své zahraniční politice zastávaly. V závěrečné části se zabývám tím, jak můžeme Hillovo dělení aplikovat na dílčí zahraničněpolitické nástroje, které USA vůči Kubě a Chile ve zmíněném období využívaly.

Abstract:

The main topic of this thesis is the US foreign policy towards Latin America. The US has considered Latin America a natural sphere of influence since 1823, when the Monroe Doctrine was proclaimed. The geographic location of Latin America, located in the Western Hemisphere, has made the region a focus of US administration. Especially with the emerging influence of Communism after the end of World War II, the strategic importance of the Latin American region in the US foreign policy was increased. It was precisely the anti-communism of US officials that played a significant role in their foreign policy in the second half of the 20th century and had an impact on political events in Latin America. The approach of the Latin American governments to socio-economic issues has thus become an important factor influencing their bilateral relations with the US. In the first part of this work I deal with the description of foreign policy tools by using mainly their group division according to Christopher Hill. In the second part I describe the historical and political context of the US foreign policy in the region, precisely by focusing on ideological directions and foreign policy doctrines. In the third part I examine the US foreign policy towards Cuba in 1958-1989. I use the same timeframe also in the fourth part of this thesis where I focus on the US foreign policy towards Chile. In both of these parts I describe how American foreign policy changed in response to the replacement of its presidential administrations and what approach these executives held in their foreign policy towards Latin America in general. In the final part I deal with the application of Hill's division to the specific foreign policy instruments that the US used against Cuba and Chile in the mentioned period.
