The potential of US - India strategic partnership: Emerging dual leadership in world affairs?

Abstract:

Předmětem zkoumání této práce jsou změny v rozložení moci mezi jednotlivými hráči mezinárodního systému a potenciál těchto změn ovlivnit podobu mezinárodního systému. Práce se zaměřuje na jedné straně na problematiku relativního mocenského úpadku dominantního aktéra mezinárodního systému, Spojených států, a na straně druhé na rostoucí mocenský potenciál dalších aktérů systému, zejména pak Indie a Číny. Cílem práce je na základě použití Teorie přesunu moci prozkoumat, zda je v kontextu nárůstu moci Číny, potenciál pro vytvoření americko-indického strategického partnerství, které by nárůst moci Číny vyvážilo. Za tímto účelem jsou zkoumány mocenské potenciály všech tří hlavních aktérů, dále komplementarita či protichůdnost jejich zájmů na regionální a globální úrovni a v neposlední řadě také americko-indické vztahy na praktické úrovni. Na základě zjištěných skutečností je následně odhaleno, zda je zde skutečně potenciál pro vytvoření americko-indického strategického partnerství a jaký vliv by vytvoření takovéhoto partnerství mohlo mít na podobu mezinárodního systému.

Abstract:

The subject of research of this thesis are the changes in distribution of power in the international system and the potential of these changes to alter the structure of the system. The thesis focuses on one hand on the issue of relative decline of the dominant power in the system, the United States, and on the other hand on the trend of increasing power of other states, namely China and India. The goal of the thesis is to find out, on the basis of Power Transition Theory, if in the situation of China’s rising power, there is a potential for the emergence of an US-Indian strategic partnership, which would balance China’s rise. In order to achieve this goal, there are examined power potentials of all three main players and analyzed whether their national interests are conflictive or complementary. At the end is also examined the state of US-Indian relations. On the basis of the discovered facts, is then revealed, whether there really is a potential for emergence of the US-Indian strategic partnership and also discussed what could this development mean for the international system.
