Procurements in the intercity rail passenger transport in the Czech Republic - Analysis of the Prague - Ostrava and Prague - České Budějovice Routes

Abstract:

Předmětem bakalářské práce „Veřejné soutěže v odvětví dálkové železniční dopravy osob v ČR – analýza dopravních ramen Praha – Ostrava a Praha – České Budějovice“ je identifikace ekonomických a společenských výhod a nevýhod, které plynou ze zavedení veřejné soutěže o zajištění provozu na linkách Praha – Ostrava a Praha – České Budějovice. Nejprve je vysvětlen význam Ostravy a Českých Budějovic v české dopravní síti dle síly dojížďkových proudů. Následuje charakteristika dopravního trhu na obou relacích. Kapitoly jsou dále věnovány veřejné podpoře české železnice, právním aspektům veřejných soutěží, problematice kapacity dopravní cesty, tarifní integraci a nárokům na dopravce. Na závěr jsou zjištění interpretována pomocí SWOT analýzy a linky jsou porovnány z hlediska vhodnosti vypsání nabídkových řízení.

Abstract:

The goal of this bachelor thesis “Procurements in the Intercity Rail Passenger Transport in the Czech Republic – Analysis of the Prague – Ostrava and Prague – České Budějovice Routes” is to identify economic and social advantages and disadvantages that may result from the implementation of procurements of transportation services in the Prague – Ostrava and Prague – České Budějovice routes. First, the importance of Ostrava and České Budějovice in the Czech transport network is explained by the strength of commuting flows. Then, the transportation market of both routes is described. Next chapters discuss the need for subsidizing the Czech railway, legal aspects of the procurements, the issue of infrastructure capacity, tariff integration and demands on the operators. In conclusion, the findings are interpreted using SWOT analysis and routes are compared in terms of the appropriateness of implementing tenders.
