Technology and energy as instruments of great power politics

Abstract:

V podmínkách hluboké energetické krize v evropských zemích v letech 2021-2022 se problém vypracování účinných opatření k její řešení a potírání negativních důsledků energetických válek jako hrozby pro národní bezpečnost evropských států stal zvláště aktuální. Dnes jsou hlavními principy globálního systému energetické bezpečnosti ve světě vzájemná závislost výrobců, spotřebitelů a tranzitních zemí, energetická účinnost, harmonizace energetických vztahů, odmítání využívat energetických zdrojů jako politické zbraně. Rozvoj jaderné energetiky by umožnil výrazně snížit závislost EU na dovozu fosilních paliv a vyřešil by řadu politických problémů souvisejících se závislostí na dovozu a přispěl by k urychlenému provádění energetické transformace. Energetická nezávislost také umožnuje silnější postavení i na světové politické scéně, a tím pádem je nezbytnou součásti velmocenského statusu, pokud EU o takový status usiluje.

Abstract:

In the conditions of a deep energy crisis in European countries in 2021-2022, the problem of developing effective measures to solve it and combating the negative consequences of energy wars as a threat to the national security of European states has become particularly topical. Today, the main principles of the global system of energy security in the world are interdependence of producers, consumers, and transit countries, energy efficiency, harmonization of energy relations, and refusal to use energy resources as a political weapon. The development of nuclear energy would make it possible to significantly reduce the EU's dependence on fossil fuel imports and would solve a number of political problems related to import dependence and contribute to the accelerated implementation of the energy transition. Energy independence also enables a stronger position on the world political stage and thus is a necessary part of superpower status if the EU aspires to such status.
