Role of the Bank for International Settlements in International Monetary System

Abstract:

Tato práce si klade za cíl na základě rozboru aktivit Banky pro mezinárodní platby zhodnotit její úlohu a význam v mezinárodním měnovém systému. Popisuje historické okolnosti založení této banky v meziválečném období, její přerod z oficiálního poslání jako banky pro technické vypořádání německých reparací po první světové válce v centrální banku centrálních bank. Seznamuje se zakládacími dokumenty, kde jsou cíle, úkoly a oprávnění této banky s mezinárodním dosahem obsaženy. Dále představuje organizační strukturu banky s důrazem na tu část, která plní funkce koordinačních center mezinárodních standardizačních orgánů v měnové a finanční oblasti. Na příkladu výsledků hospodaření v letech 2003 a 2010 analyzuje dynamiku a strukturu aktiv a pasiv a poslední výsledky alokace aktiv podle vybraných kritérií. Reformní činnost banky při zabezpečování stability globálního finančního a měnového systému je představena v souborech opatření pod názvem Basel I – III. Rovněž je zmíněna organizace výzkumu mezinárodního měnového a finančního vývoje a jeho výsledky týkající se především poučení z nedávné krize. Závěr rozebírá šance přijatých opatření na realizaci a na zabezpečení potřebné účinnosti v případě vzniku krizí v budoucnosti.

Abstract:

Analyzing the activities of the Bank for International Settlements this paper aims to evaluate its role and importance in the international monetary system. It describes the historical circumstances of the establishment of a bank in the interwar period, its transformation from an official mission as settlement bank for technical German reparations after the First World War, to the central bank of central banks. It acquaints with the documents of incorporation, where are the goals, tasks and authority of this bank with international reach included. Further it shows the organizational structure of the bank with an emphasis on that part which performs the functions of coordination centers of international standards bodies in the monetary and financial areas. On an example of the results of operations for the years 2003 and 2010 it analyzes the dynamics and structure of assets and liabilities and results of the latest asset allocation according to selected criteria. Reform activities of the Bank in fixing stability of the global financial and monetary system are introduced in a set of measures known as Basel I - III. It also mentions systems of the international monetary and financial developments research and their results, which relate mainly to the lessons from the recent crisis. The conclusion assaies chances of the measures taken to implement the necessary security and efficiency in case of crises in the future.
