Quality analysis of the document Development Strategy of the City District of Prague 5 for the years 2030+

Abstract:

Hodnocení kvality zpracování strategických rozvojových dokumentů je v teoriích strategického managementu i regionálního rozvoje opomíjenou oblastí. Teoretická část bakalářské práce představuje komplexní pohled na proces strategického plánování a jeho formální výstup – strategický rozvojový plán – v kontextu strategického managementu ve veřejné správě. Praktická část bakalářské práce přináší výsledky hodnocení kvality zpracování nedávno schváleného dokumentu Strategie rozvoje městské části Praha 5 pro roky 2030+ prostřednictvím metodiky procesní analýzy vnitřních a vnějších vazeb strategických dokumentů a identifikace jejich nedostatků. Analyzovaný dokument vykazuje podprůměrnou intenzitu vnitřních i vnějších vazeb, zapříčiněnou především nedostatečně kvalitním provedením SWOT analýzy v rámci analytické části dokumentu a praktickou nemožností provázat opatření dokumentu s ostatními existujícími strategickými a koncepčními dokumenty. Z hlediska metodologie je nutné vytvořit standardizovaný postup hodnocení způsobu zpracování strategických dokumentů za účelem zvyšování úrovně jejich kvality. V rámci budoucího výzkumu by pozornost měla být zaměřena především na možnosti analýzy vnějších vazeb mezi všeobecnými a specifickými strategickými dokumenty, jelikož tyto vazby jsou v současné době na kterékoli úrovni české veřejné správy jen obtížně identifikovatelné.

Abstract:

Evaluation of the quality of processing strategic development documents is a neglected area in strategic management and regional development theories. The theoretical part of the bachelor thesis presents a comprehensive view of the strategic planning process and its output – a strategic development plan – in the context of strategic management in public administration. The practical part of the bachelor's thesis presents the quality assessment results of the recently approved document Development Strategy of the City District of Prague 5 for the years 2030+ through the methodology of process analysis of internal and external links of strategic documents and identifying their shortcomings. The analysed document shows the below-average intensity of internal and external links, caused mainly by insufficient SWOT analysis quality within the document's analytical part and the practical impossibility of linking the document's objectives with other existing strategic and conceptual documents. In terms of methodology, it is necessary to create a standardized procedure for evaluating the method of processing strategic documents to increase their quality. In future research, attention should be focused primarily on the possibilities of analysing external links between general and specific strategic documents, as these links are currently difficult to identify at any level of Czech public administration.
