The pension reform and the rent seeking

Abstract:

Důchodová reforma patří v dnešní době k nejdiskutovanějším tématům. Nutnost reformy v oblasti důchodového zabezpečení je nevyhnutelná. Současná podoba penzijního systému je z finančního hlediska dlouhodobě neudržitelná. Narušení stability ve financování současných důchodů je hlavním důvodem pro reformní kroky současné vlády, která je realizuje v třech etapách. V současné době prošel systém sociálního zabezpečení první etapou. Hlavním důvodem pro změnu je nepříznivý demografický vývoj, kdy zvyšuje se počet osob v důchodovém věku. Nynější financování je řešeno průběžným systémem PAYG, který je financován peněžními příspěvky současných pracujících. Práce se bude zabývat variantou přechodu na povinné spoření rozšířením o další pilíř současného systému PAYG, jelikož je to jedno z možných řešení současného systému. Cílem práce bude analýza současné situace penzijního systému, jeho rozšíření o další pilíře a zda bude reforma penzijního systému přínosem pro všechny skupiny obyvatel, nebo jen pro určité zájmové skupiny, které jsou reprezentovány hlavně penzijními fondy. Práce dále pojednává o vývoji penzijního systému v ČR, způsobu financování, charakteristice penzijního systému a charakteristikou dobývání renty.

Abstract:

Pension reform is one of the most discussed topics today. The need for reforms in our pension system is inevitable. Current form of the pension system is in the long term perspective financially unsustainable. Impaired stability of financing the existing pension system is the main reason for reform steps of the present government, which are implemented in three stages. Currently, the social security system underwent the first stage. The main reason for changes are unfavorable demographic trends; there is an increase in the number of people of retirement age. Present funding is realized through continuous PAYG system, which is funded by financial contributions from current workers. This work will address one scenario of the transition to compulsory savings adding other pillar to the current PAYG system since it represents a possible solution to the existing system. The aim of the work will be to analyze the current situation of the pension system, its extension to another pillar, and whether the reform of the pension system will be beneficial for all citizens or only for certain interest groups that are represented mainly by pension funds. The work also discusses the development of pension system in the Czech Republic, the method of its financing, system characteristics and characteristics of rent seeking.
