Intervention of the Fire Protection Unit in a Traffic Accident with Leakage of a Dangerous Substance

Abstract:

Diplomová práce nastiňuje problematiku zásahu jednotek požární ochrany u dopravní nehody s únikem nebezpečné látky. Cílem mé práce je identifikace, analýza a následný návrh doporučení pro minimalizaci rizik hrozící zasahujícím hasičům. Teoretická část práce zahrnuje právní dokumenty a odbornou literaturu tvořící komplexní základ pro tvorbu části praktické. Pro kvalitnější pochopení problematiky je v praktické části nastíněna kauzalita vybraných zásahů u dopravních nehod s únikem nebezpečných látek a zpracován scénář provedení zásahu z pohledu hasičů. Dále byla tato rizika vymezena pomocí metod pro identifikaci a analýzu s důrazem na zjištění nepřijatelných, přechodně přijatelných a přijatelných rizik a následně byl zpracován návrh na opatření pro jejich minimalizaci.

Abstract:

The diploma thesis outlines the issue of intervention of fire protection units in a traffic accident with a leak of a dangerous substance. The aim of my work is to identify, analyze and then propose recommendations for minimizing the risks to firefighters. The theoretical part of the work thesis includes legal documents and professional literature forming a comprehensive basis for the creation of the practical part. For a better understanding of the issue, the practical part outlines the causality of selected interventions in traffic accidents with the release of hazardous substances and developed a scenario of the intervention from the perspective of firefighters. Furthermore, these risks were defined using methods for identification and analysis with an emphasis on the identification of unacceptable, temporarily acceptable, and acceptable risks, and subsequently a proposal for measures to minimize them was prepared.
