The justification and sustainability of the Maastricht criteria in Eurozone

Abstract:

The Diploma Thesis deals with the issues of Maastricht criteria, their legitimacy and sustainability of today. It refers to the insufficiency of the Maastricht criteria when applied as the main factor for assessing the readiness of countries to join the eurozone. The aim of this thesis is analyzing the regulation of Maastricht criteria and focusing on the assessment of their weaknesses and proposing solutions applied in Europe today. The work is divided into 3 chapters, contains 8 tables and 1 figure. The first chapter is devoted to the history of the European Union, benefits and costs of monetary integration, the Maastricht Treaty and the Maastricht criteria itself. The second chapter focuses on the fulfillment of the Maastricht criteria by founding and new members of the eurozone. The practical part analyzes the achieved results of individual countries in the field of implementation of monetary and fiscal criteria for different time periods. The last part of the second chapter is devoted to the Stability and Growth Pact, the reasons for its failure, and its reform. The third chapter highlights the problems of the Maastricht criteria, their weak points and shortcomings. Attention is paid to the current crisis of the €uro currency as a result of a failure to sustain required conditions. The conclusion of the third part is analyzing the current state and offers insight into possible solutions for the emerged situation. The main objective of this chapter was to evaluate timeliness of the Maastricht criteria and analyze solutions that are currently proposed as a mechanism to mitigate impacts on the overall economic situation as well as the common currency euro.

Abstract:

Diplomová práca sa zaoberá problematikou maastrichtských kritérií, ich opodstatnenosťou a udržateľnosťou v súčasnosti. Poukazuje na nedostatočnosť maastrichtských kritérií používaných ako hlavný faktor pre posúdenie pripravenosti krajín na vstup do eurozóny. Cieľom práce je analyzovať aktuálne nastavenie maastrichtských kritérií a zamerať sa na posúdenie ich nedostatkov, ako aj navrhnúť riešenia aplikované v súčasnej krízou zmietanej Európe. Práca je rozdelená na 3 kapitoly, obsahuje 8 tabuliek a 1 obrázok. Prvá kapitola je venovaná histórii vzniku Európskej únie, prínosom a nákladom menovej integrácie, Maastrichtskej zmluve a samotným maastrichtským kritériám. Druhá kapitola je zameraná na plnenie konvergenčných kritérií zakladateľskými a novými členskými krajinami eurozóny. Praktická časť práce analyzuje dosiahnuté výsledky jednotlivých krajín v oblasti plnenia monetárnych a fiškálnych kritérií počas rôznych časových období. Posledná časť druhej kapitoly je venovaná Paktu stability a rastu, dôvodom jeho zlyhania a jeho reforme. Tretia kapitola poukazuje na problémy maastrichtských kritérií, ich slabé miesta a nedostatky. Pozornosť je venovaná aj súčasnej kríze eura ako dôsledku nedodržiavania podmienok. Záver tretej časti analyzuje súčasný stav a prináša pohľad na možné riešenia vzniknutej situácie. Hlavným cieľom tejto kapitoly bolo posúdiť aktuálnosť maastrichtských kritérií a analyzovať riešenia, ktoré sú v súčasnej dobe navrhované ako mechanizmus zmiernenia dopadov na celkovú ekonomickú situáciu ako aj spoločnú menu euro.
