Economic impact of the transfer of social benefits from municipalities to employment office: from the perspective of the municipality and local employment office

Abstract:

Předmětem diplomové práce je identifikace dopadů, jež vznikly změnou systému, kdy došlo k převodu výplaty sociálních dávek z obecních úřadů na místně příslušné úřady práce. Teoretická část se zabývá reformou veřejné správy s ohledem na sociální politiku, systémem sociálního zabezpečení od roku 1989 a vývojem systému sociálních dávek od téhož roku. Po teoretickém základu navazuje část praktická, která zkoumá konkrétní dopady změny, ke které došlo od 1. 1. 2012, kdy veškeré sociální dávky začaly vyplácet úřady práce. Je rozdělena na celkem čtyři části, z nichž první se zabývá použitou metodikou, druhá zkoumá změnu systému z pohledu obecních úřadů, následující oproti tomu z pohledu úřadů práce a poslední interpretuje výsledky a oba pohledy porovnává a hodnotí celkové dopady.

Abstract:

The subject of the theses is to identify impacts caused by the change of the system when there was the transferring of social benefits from municipalities to local employment offices. Theoretical basis deals with the public administration reform considering social policy, with the social security system since 1989 and with the development of the system of social benefits since 1989 as well. Right after this theoretical basis there is a practical basis that explores particular impacts of that change, occurred since 1. 1. 2012, when the Labor Offices began to pay off all the social benefits. This part of the theses is divided into four parts, first of those deals with used methodology. Second part is handling the change of the system from the perspective of municipalities and following part on the contrary from the perspective of the Labor Offices. The last chapter interprets outcomes and compares both points of view. Last there is an assessment of the overall impact.
