Talysh and Lezgin Separatism in Azerbaijan

Abstract:

U Tályšů a Lezgů, dvou významných ázerbájdžánských menšin, proběhly na počátku 90. let dva separatistické pokusy. Oba pokusy skončily nezdarem, ačkoli se odehrávaly v pro ně velmi vhodnou dobu, poněvadž Ázerbájdžán byl téměř před zhroucením a dostávalo se jim značné zahraniční podpory. Neúspěch byl způsoben historickým vývojem. Tályši ani Lezgové neměli v dobách SSSR v rámci Ázerbájdžánu žádné autonomní vymezení, a proto se u nich nevytvořily instituce pro řízení státu, z toho samého důvodu se identifikovali se svou svazovou republikou a následně s nově vzniklým státem, kde se u nich vytvořily velké mezietnické sítě. Separatistická hnutí sílila v době, kdy Ázerbájdžán jako stát slábl; když došlo ke konsolidaci moci v Ázerbájdžánu, došlo ke konci separatismu.

Abstract:

Talysh and Lezgians, two significant Azerbaijani minority were separatists attempts in the early 90s. Both attempts ended in failure, athough they took place in a very appropriate time, because Azerbaijan was about to collapse, and both received considerable foreign support. The failure was caused by historical development. Talysh nor Lezgians had no autonomy during the Soviet period and therefore, they did not create institutions for the management of the state, for the same reason they identify with their SSR and then with the newly established state where they created large interethnic networks. The separatist movement grew at a time when Azerbaijan as a state weakened; when there has been a consolidation of power in Azerbaijan, occurred towards the end of separatism.
