Agenda of the European Union in the Czech media - the case of cohesion policy

Abstract:

Téma této práce je agenda Evropské unie v českých médiích případ kohezní politiky. Konkrétní média, kterým se tato práce věnuje, jsou tři. Jedná se o Hospodářské noviny, jako zástupce tištěných médií, server Aktuálně.cz je zástupcem internetových médií a televizní kanál ČT 24 je zástupcem televize. Práce pracuje se zpravodajskými výstupy z těchto médií v období od 1. 6. 2010 do 31. 12. 2015. První část práce rozebírá historii kohezní politiky EU a její obecné a konkrétní cíle. Obecné cíle kohezní politiky EU jsou stanoveny ve smlouvách o Evropské unii a ve smlouvě o fungování Evropské unie. Konkrétní cíle EU jsou řešeny pro jednotlivá strategická období. Tato práce se dotýká dvou strategických období. Jedno od roku 2007 do roku 2013 a druhé od roku 2014 do roku 2020. V další části práce je vysvětlena prodělaná analýza, ke které posloužila internetová databáze Anopress.cz, kde se zpravodajské výstupy vyhledaly. Tyto zpravodajské výstupy byly dále členěny dle zvolených kritérií na neutrální zpravodajské výstupy, neutrální s argumentací, pozitivní a negativní. Byla zjištěna četnost jednotlivých zpravodajských výstupů a uvedeny příklady analýzy jednotlivých kategorií. Dále se práce zabývá specifiky jednotlivých používaných médií a pak rozbory jednotlivých tematicky podobných zpravodajských výstupů a korupčních kauz. U těchto zpravodajských výstupů je porovnáváno rozdílné informování u různých médií a jsou uváděny citace daných zpravodajských výstupů. Závěr je, že žádné médium nevysvětluje ani v jednom ze svých zpravodajských výstupů oficiální cíle kohezní politiky EU. Hospodářské noviny mají dost zpravodajských výstupů, které alespoň umožňují podnikatelům vysvětlit, jakým způsobem se dostat k penězům z evropských fondů. Server Aktuálně.cz je specifický tím, že se ve větší míře zajímá o korupční kauzy a snaží se o vidění věcí v hlubších souvislostech. Česká televize nemá ve zkoumaném období žádný pozitivní ani negativní zpravodajský výstup a má největší poměr neutrálních výstupů vzhledem ke svým celkovým zpravodajským výstupům souvisejícím s kohezní politikou.

Abstract:

The thesis of this work is an agenda of the European Union in Czech media the case of cohesion policy. There are three specific media dealt with in this work. It concerns the Hospodářské noviny newspapers (Economic newspapers), as a representative of printed media, the "Aktuálně.cz" server, as a representative of internet media, and the ČT 24 TV channel as a representative of television. The work uses the news outlets from these media during the period from 1st June 2010 to 31st December 2015. The first part of the work discusses the cohesion policy of the EU and its general and specific objectives. General objectives of the cohesion policy of the EU are established in the contracts on European Union and in the contract on functionality of the European Union. Specific objectives are addressed for the individual strategic periods. This work focuses on two strategic periods. The first period discussed is from 2007 to 2013, and the second one from 2014 to 2020. In the next part of the work explains the performed analysis, which was based on the Anopress.cz internet database, where the news outputs were searched for. These news outputs were further sorted according to the selected criteria into the categories of neutral news outputs, neutral with argumentation, positive, and negative. The frequency of the individual news outputs was determined and examples of analysis of each category were provided. The work also discusses specifics of the individual media used, and also the analyses of the individual, thematically similar news outputs and corruption cases. For these news outputs, differing information by various media is compared, and the quotations of the given news outputs are provided. The conclusion is that neither medium explains, in any of its news output, the official objectives of the EU cohesion policy. The Hospodářské noviny newspapers contain enough news outputs which at least provide an explanation for the entrepreneurs of the ways of reaching some money from European funds. The Aktuálně.cz server is specific by the fact that it pays more attention to corruption cases and it tries to perceive things in the broader context. Česká televize has neither positive nor negative news output in the examined period, and it has the biggest ratio of neutral outputs, compared to the total number of its news outputs, relating to the cohesion policy.
