European capital city of culture from the perspective of governance concepts

Abstract:

The European Capital of Culture is an initiative led by the European Commission, founded in 1985. There are some papers in the current research that are culturally relevant to this initiative. The ambition of this work is to look at this project from the point of view of political research. The aim of the thesis is to look at the European Capital of Culture initiative from the perspective of governance concepts (Europeanization, Governance). I will focus on how this project can influence the running of municipalities, possibilities to create new relationships and partnerships and how can be municipalities involved in european governance through international networks. The effort is to find out whether the changes are only cultural or political, and whether the process of Europeanisation is only short-term (only during the duration of the initiative) or long-term (changes remain after the project is over). For the collection of data, questionnaires will be distributed to all the cities that have been awarded the title of European Capital of Culture between years 2005- 2016. A reference example will also be used in the work. The city of Košice, which won this title in 2013, was chosen as reference example.

Abstract:

Európske hlavné mesto kultúry je iniciatíva vedená Európskou komisiou, založená v roku 1985. V súčasnom výskume existujú niektoré práce, ktoré na túto iniciatívu nazerajú z kultúrneho hľadiska. Ambíciou tejto práce je pozrieť sa na tento projekt z hľadiska politologického výskumu. Cieľom práce je rozobrať iniciatívu Európske hlavné mesto kultúry z pohľadu konceptov vládnutia (europeizácia, governance). Zameriam sa na to, ako zapojenie do tohoto projektu ovplyvňuje chod magistrátov miest, ako sa vďaka tejto iniciatíve podieľajú na vládnutí a či vytvárajú nové vzťahy a partnertsvá. Snahou je zistiť, či nastávajú zmeny len kultúrne alebo aj politické, a či je proces europeizácie len krátkodobý (len počas trvania iniciatívy) alebo dlhodobý (zmeny zostávajú aj po skončení projektu). Na zber dát budú využité dotazníky rozoslané všetkým mestám, ktoré titul Európskeho hlavného mesta kultúry v minulosti získali. Formou dotazníkov budem zisťovať, aké premeny museli kvôli zapojeniu do tejto iniciatívy tieto mestá podstúpiť. V práci bude tiež využitý referenčný príklad. Ako príklad bolo vybraté mesto Košice, ktoré tento titul získalo v roku 2013. Tento príklad mi pomôže lepšie pochopiť procesy a premeny, s ktorými sa muselo mesto vyrovnať. Prostredníctvom štrukturovaných interview s hlavnými organizátormi projektu budeme zisťovať, čo všetko zapojenie do tohoto projektu obnáša.
