Political Health Policy Analysis in the Czech Republic

Abstract:

Skromnou ambicí a cílem této práce bylo pokusit se představit a zjistit reálný stav zdravotní politiky ČR v rovině politologické v rámci těchto dimenzí - polity, politics a policy. P o l i t y , tedy normativnímu a institucionálnímu rámci, byly věnovány kapitoly týkající se významu mezinárodní smlouvy včetně evropských pramenů, Ústavy ČR a Listiny základních práv a svobod ve vztahu ke zdravotní politice ČR a aplikaci ústavních principů, s nimiž musí být zdravotní politika v souladu. V rámci p o l i t i c s jsem představil kromě procesuální stránky zdravotní politiky jako dynamického procesu také několik důležitých aktérů (politické strany, hnutí, ministerstvo, profesní komory, asociace atd.), včetně jejich vize zdravotní politiky a reálného vlivu na tuto politiku, přičemž jsem neopomenul fenomén politické kultury a zaměřil jsem se také na vybrané problémy zdravotní politiky, interakci aktér zdravotní politiky a její důsledky v praxi. V rámci p o l i c y jsem se věnoval analýze stížností, platů ve zdravotnictví, podílu žen a mužů pracujících v jednotlivých oborech zdravotnictví, lékové politice, politické komunikaci, síti nemocnic a využití lůžkového fondu v ČR podle různých kritérií.

Abstract:

The modest ambition and the aim of this work is to find out and subsequently to present the real status of the health policy in the Czech republic from a political science point of view in three dimensions polity, politics and policy. Chapters dedicated to P o l i t y (the normative and the institutional base) are dealing with the significance of the international treaties - including European sources of law - and the Constitution of the Czech republic and the Charter of fundament rights and freedoms with the relation to the health policy of the Czech republic and the application of the constitutional principles that the health policy has to be in conformity with. Within the scope of P o l i t i c s , apart form the procedural aspects of the health policy as a dynamic process, I have also introduced several important participants (political parties, movements, the ministry, professional groups and associations etc.). I have also focused on their visions of the health policy and their real influence on the health policy without leaving out the phenomenon of the political culture and some special problems of the health policy as the interaction of participants and its consequences in a practice. As for the P o l i c y , I have dealt with the analysis of the complains and salaries in the area of the public health, the rate of men and woman working in different fields of the public health, the medicine policy, the political communication, the network of the hospitals and the utilization of the clinical beds in the Czech republic, using different criterions.
