Heading for a personal union? Current development of decentralization in Belgium

Abstract:

Tato práce se zabývá procesem decentralizace v Belgickém království. V zemi žijí dvě dominantní národnosti -- Vlámové a Valoni. Jejich spory ovlivnily ústavní vývoj Belgie a vyvrcholily přetvořením unitárního státu na federaci. I přes vznik federace a ústavní změny, jsou vztahy mezi Vlámy a Valony napjaté a nevyřešeny, stále je vyvíjen tlak na další decentralizaci. Po volbách, do Parlamentu Belgie v roce 2010, nastala v Belgii politická krize. Vítězné strany nebyly schopny utvořit vládní koalici po celých 541 dní. V důsledku této krize byly přijaty ústavní změny, které vedly k další decentralizaci. Cílem mé práce je zjistit, jestli země směřuje k tomu, aby se stala personální unií.

Abstract:

This thesis deals with the process of decentralization in Belgium. There live two dominant nationalities - Flemings and Walloons in the country. Their disputes influenced the constitutional development of Belgium and culminated in the transformation of a unitary state to a federation. Despite the formation of the federation and constitutional changes, the relationship between Flemings and Walloons is tense and unresolved, there is still the pressure to further decentralization. After the elections to the Parliament of Belgium in 2010, there was a political crisis in Belgium. The winning parties were unable to form a coalition government throughout the 541 days. As a result of this crisis constitutional changes, which led to decentralization were adopted. The aim of my thesis is to determine if the country is heading to become a personal union.
