Social security of people in age - current issues of reform pension insurance

Abstract:

Sociální zabezpečení jako součást a prostředek k uskutečňování sociální politiky můžeme obecně chápat jako soubor institucí, zařízení a opatření, jejichž prostřednictvím a pomocí se uskutečňuje předcházení, zmírňování a odstraňování následků sociálních událostí občanů. Mezi hlavní sociální události patří zejména: stáří, invalidita, úmrtí rodinného příslušníka, narození dítěte, těhotenství, nemoc, apod. Sociálnímu zabezpečení se také přikládá v různých zemích různý význam, setkáváme se také s řadou přístupů, které se liší svým charakterem, formou, cíli i náplní. Sociální zabezpečení se v České republice skládá z těchto subsystémů: sociální pojištění a veřejné zdravotní pojištění. Sociální pojištění dále zahrnuje: důchodové pojištění, nemocenské pojištění a státní politiku zaměstnanosti. Základní možnosti financování systému důchodového zabezpečení jsou dva základní modely: princip kapitálový (Funding) a princip průběžného financování (PAYG – Pay As You Go). Ten je u nás v současné době uplatňován jako základní a je charakteristický tím, že dávky v daném období jsou vypláceny z příspěvků pojištěnců vybraných v tomto období a metoda je založena na mezigenerační solidaritě. Vzhledem k demografickému vývoji nejen u nás, ale i v mnoha evropských státech, je nutné systém reformovat, neboť dochází ke stárnutí populace, prodlužování střední délky života a snižování porodnosti, což vytváří rostoucí tlak na důchodový systém. Postupně tedy dochází ke zvyšování důchodového věku, prodloužení potřebné doby pojištění pro nárok na starobní důchod, změně v posuzování invalidity a některým dalším změnám. Je třeba také zavést vícepilířový systém financování a mnohem více zapojit jednotlivé občany do rozhodování o svém budoucím zabezpečení.

Abstract:

Social security as part and means necessary to realize the social policy can be generally comprehended as a set of institutions, provisions and measures applied to anticipate, defuse and remove the consequences of social events on the people. The main social events are the following: old age, disability, death of the family member, birth of the child, pregnancy, illness etc. Social security is perceived differently in various countries, we can encounter different approaches having different character, form, aims and content. In the Czech Republic the Social security consists of the following subsystems: Social insurance and public health insurance. The Social insurance further involves: pension insurance, sickness insurance and state policy employment. There are two basic models which are the primary possibilities of financing the system of pension support: Funding and PAYG – Pay As You Go, which is currently used as essential in our country. It is typical of this model that social benefits in the given period are paid out from the contributions of the insured collected in this period and the method is based on the intergenerational solidarity. With respect to demographic development, not only in the Czech Republic, but also in other European countries, it is necessary to reform the system, as the population is ageing, the average length of life is prolonging and birth rate is decreasing. It creates a growing pressure on the pension system. It leads gradually to prolongation of the pension age, prolongation of the insurance period necessary for the entitlement to retirement pension, change in assessment of disability and other changes. It is necessary to introduce the multipillar system of financing and much more involve the particular citizens in decisions regarding their future security.
