The Publication of Open Data in Public Administration: Problems and Issues

Abstract:

The thesis deals with the issue of open data publishing. The issue is analysed in a selection of towns and subsequently the specific problems are presented. The basic hypothesis of the thesis is that the publishing rate of open data is insufficient due to local public administration's poor knowledge of the issue. The theoretical part presents the history of open data and their basic definitions. These were used when formulating the methodology of the practical part and hence are vital for the following part of the thesis. The practical part contains two research methods. The first practical part aims to determine the state of published open data in the selected towns; the latter uses interviews with people responsible for open data publishing to identify the specific problems. The final part of the thesis presents suggestions for optimization of the processes of opening the public administration data.

Abstract:

Magisterská práca za zaoberá zverejňovaním otvorených dát vo vybraných mestách Českej republiky a špecifickými problémami, spojenými s ich zverejňovaním. Práca vychádza z predpokladu nízkej miery zverejňovania otvorených dát z dôvodu neznalosti tejto problematiky vo vedení miest. Teoretická časť popisuje históriu a základné definície otvorených dát, ktoré tvoria východisko pri návrhu metodológie praktickej časti. Praktická časť práce pozostáva z dvoch výskumných metód. Cieľom prvej metódy, zberu a analýzy primárnych dát, je zistiť stav zverejnených otvorených dát vo vybraných mestách. Druhou použitou metódou sú rozhovory s osobami, zodpovednými za zverejňovanie dát vo vybraných mestách. Na ich základe je možné identifikovať špecifické problémy, spojené s publikovaním otvorených dát. Záver práce je venovaný doporučeniam pre optimalizáciu procesu otvárania dát verejnej správy.
