Factors affecting the final prices of public procurements of selected districts of the Capital City Prague

Abstract:

Bakalářská práce zkoumá, které faktory ovlivňují konečné ceny veřejných zakázek na stavební práce. Práce je rozdělená do tří kapitol, kde první z nich se zabývá teoretickým uvedením do problematiky veřejných zakázek. Druhá kapitola je věnována popisné statistice zjištěných informací z datového souboru. Třetí kapitola obsahuje regresní analýzu vypracovanou ve statistickém programu Gretl. Pomocí ekonometrického modelu se určuje, které exogenní proměnné ovlivňují endogenní proměnné. Celkově byly vytvořeny tři různé modely, kdy v prvním z nich byla stanovena vysvětlovaná proměnná jako počet nabídek, kterou ovlivňovala lhůta pro podání nabídek, předpokládaná cena a korelační koeficient. Druhý model měl určenou vysvětlovanou proměnou poměr vysoutěžené a předpokládané ceny. Jedinou vysvětlující proměnou byl logaritmus počtu nabídek. Třetí model s vysvětlovanou proměnou jako poměrem mezi skutečně uhrazenou cenou a vysoutěženou cenou ovlivňovaly dvě proměnné, a to logaritmus poměru vysoutěžené a předpokládané ceny a trend.

Abstract:

The bachelor thesis studies which factors, influence the final prices of public procurements on construction works. The thesis is divided into three chapters, the first one is focused on a theoretical introduction into the issue of public contracts. The second chapter works with descriptive statistics of the information obtained from a data file. The third one includes regression analysis made in the statistical program Gretl. The econometric model is used to help to determine which exogenous variables influence endogenous variables. In total three models were created. The first one was used to set the variable being explained as the amount of offers which was influenced by the deadline for submitting offers, the anticipated price and correlation coefficient. The second model worked with the set variable being explained as ratio between the winning price and the anticipated price. The only explanatory variable was the logarithm of the amount of offers. The third model with the variable being described as the ration between the actual paid price and the winning price was influenced by two variables. Those were the logarithm of the ratio between the winning price and the anticipated price, and the trend.
