Housing and Housing Policy in the Czech Republic: Focused on the Development after the Year 1989 and the Olomouc Region

Abstract:

Disertační práce se zabývá geografickým hodnocením proměn bydlení a bytové politiky na území České republiky se zaměřením na specifika vývoje po roce 1989 a prostředí Olomouckého kraje. Primárním cílem předkládané práce je identifikovat, analyzovat a interpretovat geografických aspekty bydlení a bytové politiky na území České republiky a zasadit tuto problematiku do širšího kontextu ve smyslu zkoumání její časoprostorové diferenciace. Hodnocení podmínek bydlení je nejprve stručně zasazeno do mezinárodního kontextu, poté představeno na národní úrovni České republiky a dále rozvedeno v její regionální struktuře. Lokální úroveň je reprezentována především městem Olomouc, jehož podmínkám bydlení je v práci věnován podstatný prostor. Z metodického hlediska jsou analyzovány zejména statistické údaje o bydlení a bytovém fondu získané při Sčítání lidu, domů a bytů (s důrazem na censy provedené po roce 1989) a také údaje o bytové výstavbě s důrazem na období od roku 1997 (v souvislosti s dostupností podrobných údajů). Statistická data jsou doplněna o data primární získaná na základě několika různě zaměřených terénních šetření, která prostorově cílila na území vybraných obcí Olomouckého kraje. Použitá kombinace metod by tak měla napomoci k hlubšímu pochopení zkoumaných jevů a procesů. Výsledek takto pojatého výzkumu pak podává ucelený geografický obraz o vývojových trendech v oblasti bydlení zaznamenaných v transformačním období na území České republiky, respektive Olomouckého kraje. Práce přináší původní výsledky, které jsou příspěvkem k hlubšímu poznání problematiky geografického zkoumání bydlení. V aplikační rovině jich lze využít pro další podobně orientované výzkumy, stejně jako je mohou využít orgány decizní sféry (zejména Olomouckého kraje a jeho obcí) pro svou plánovací a koncepční činnost.

Abstract:

Doctoral thesis deals with the geographic assessment of the changes in housing and housing policy in the Czech Republic with a focus on the specifics of the developments in this field after 1989 and in the Olomouc region. The primary objective of the thesis is to identify, analyse and elucidate geographic aspects of housing and housing policy in the territory of the Czech Republic and to put this issue in the broader context in the sense of exploring the space-time differentiation. The issue of assessing the housing conditions is briefly set in the international context the situation at the national level, the Czech Republic, as well as in its regional structure is presented subsequently. The local level is represented primarily by the city of Olomouc. Considerable part of the thesis is devoted to the assessment of housing conditions in the inner structure of Olomouc. From a methodological point of view, statistical data on housing and dwelling stock are analysed based on the results of the Census (with the emphasis on censuses conducted after 1989), together with the data on housing construction with the emphasis on the period since 1997 due to the limited availability of detailed data. Statistical datasets are supplemented with primary data obtained during several differently oriented field surveys that targeted the territory of selected municipalities in the Olomouc region. The combination of methods should contribute to a deeper understanding of the studied phenomena and processes. The research gives a comprehensive picture of the geographical trends in housing observed in the period of the transformation in the Czech Republic generally and Olomouc Region specifically. The thesis brings original results, which contribute to the deeper understanding of the issue of geographical research in the field of housing. At the application level, the thesis can be used for other similarly oriented studies as well as for the planning and conceptual work by the local decision-making authorities, especially in the Olomouc Region and its municipalities.
