Diplomová práce se zabývá kompetencemi Celní správy České republiky, které jsou vykonávány při dovozu zboží na celní území Evropské unie nebo při jeho vývozu do třetích zemí. Práce je tak zaměřena na tradiční roli celníků, která vždy souvisela s přechodem zboží přes hranici státu nebo celní unie a s prováděním celního řízení.
